What You Will Do
The Project Control 4 functions as a lead and may supervise work of a group of Project Control Professionals and support staff within MOF-PC. This position supervises schedule development, maintenance and monitoring, cost engineering analysis and control activities. Prepares and reviews the preparation and presentation of cost engineering and planning activities. Supports project organizational and administrative activities.
Responsible for cost engineering and cost analysis/control and planning and scheduling activities for projects with significant non-routine requirements or for discipline/projects/proposal cost and planning activities which require a high degree of technical skilled experience. Ensures work is completed as scheduled. Identification of cost trends for management attention. This position requires demonstrated skill in identifying, analyzing, and providing innovative solutions to cost engineering and schedule guidance to projects.
What You Need
Minimum Job Requirements:
Experience in schedule development, maintenance and monitoring safety and security management.
Experience in performing, monitoring, and reviewing planning scheduling functions, including schedule development, control, and analysis.
Experience in cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
Knowledge of engineering and/or construction management.
Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
Demonstrated oral and written communication skills that includes proficiency in using personal computer operating systems, MS software applications and multiple discipline-specific software applications
Experience in proposal provisions related to schedule/cost engineering and material control, and developing supporting data for contract negotiations.
Experience interfacing with designated management and client counterparts for specific planning and schedule tasks/cost presentations.
Experience in the development of project controls standards and procedures.
Ability to perform productivity analysis of construction operations and verify results by staffing and crew analysis of work operations by craft.
Ability to review proposal provisions related to schedule/cost engineering and material control, and develops supporting data for contract negotiations. Develop bid evaluation cost and schedule criteria and prepares bid evaluations.
Ability to create and implement measurement systems for established processes, analyzes performance metric results, and identifies improvements utilizing statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and analyzes measurement systems to identify bias, repeatability, and stability issues.)
Desired Skills:Q Clearance or ability to meet DOE requirements for obtaining a Q Clearance
Position typically requires a bachelor’s degree and a minimum of twelve years related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be expected.
