Los Alamos National Laboratory Project Engineer 3/4 in Los Alamos, New Mexico
What You Will Do
This position will be filled at either the Project Engineer 3 or 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Project Engineer 3 ($98,900 - $165,100)
The successful candidate will:
Supports Project Manager in the oversight of engineering activity (all disciplines) on a project, or designated portions of a project.
Plans and directs engineering assignments on the project. Has technical responsibility for interpreting, organizing, executing, and coordinating these assignments.
Understands standard engineering work planning, scheduling and cost estimating, and conducts independent work requiring judgment in the application of engineering techniques.
Establishes the detailed project execution plan and the development of the overall project engineering budget and schedule.
Performs, manages, and has accountability for the work in accordance with relevant LANL standards (Conduct of Engineering).
Directs engineering activities in preparation of project proposals, including estimates for engineering staffing, quantities, scope reviews, schedules and other functional groups.
Originates, reviews, and/or approves design documents, change orders, material requisitions and specifications for construction or procurement use.
Supervises the preparation, reviews, and endorses bid analyses and recommendations for procurement of equipment material and services within Engineering's scope of responsibility.
Coordinates activities among the design groups on the project.
Review project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
Makes recommendation to Engineering Management of key personnel for project assignments.
Prepares or directs the preparation of project studies, reports, forecasts, special engineering reports and plant data book.
Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
Tracks and issues reports on project performance using standard Earned Value Management tools (Control Account Manager).
Project Engineer 4 ($119,700 - $201,700)
In addition to the duties outlined above, the Project Engineer 4 will be required to:
Provide expert advice and consultation to Project Management, Facility Engineering, and Engineering Services management.
Lead and integrate team activities into overall plan to support the overall project requirements including technical quality, cost, and schedule.
Implement Conduct of Maintenance and Conduct of Engineering procedures and best practices.
Support the necessary procedures/program to maintain the Project Engineering function.
What You Need
Minimum Job Requirements:
Advanced knowledge of project engineering processes and procedures consistent with the duties described above.
Proven experience of project execution processes and procedures, detailed engineering, and construction work processes.
Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.
Excellent verbal and written communication skills.
Proficient with all (MS Office Suite).
Experience working with EVMS compliant schedule and cost control systems (i.e. training as Control Accounts Manager).
Minimum of 6 years of experience as a Project Engineer.
Additional Job Requirements for Project Engineer 4:
In addition to the Job Requirements outlined above, qualification at the Project Engineer 4 level requires:
Demonstrated experience as a senior technical advisor implementing, overseeing, and assessing engineering activities.
Understanding of and experience working with Performance Based Indicators.
Knowledge of related non-reactor nuclear codes, standards, best practice non-nuclear nuclear/hazardous mechanical confinement systems, and knowledge in generation of piping and instrumentation diagrams (P&IDs).
Demonstrated experience with development of safety class and safety significant designs.
Experience in the development and implementation of a Project engineering program.
Minimum of 8 years of experience as a Project Engineer.
Demonstrated working knowledge of LANL Engineering Standards and LANL Conduct of Engineering principles and procedures.
Knowledge of industry, regulatory, and DOE/NNSA complex codes, standards, and criteria pertinent to Vital Safety Systems such as DOE 420.1C and DOE STD- 1189.
Demonstrated experience with development of designs and modifications to operating non-reactor nuclear facilities.
Qualifications as Control Accounts Manager.
Professional Engineering license.
Project Engineer 3 Education Required: Bachelor of Science degree in engineering or architecture for an ABET or NAIA accredited college and a minimum of 8 years of engineering/architecture experience.
Project Engineer 4 Education Required: Bachelor of Science degree in engineering or architecture for an ABET or NAIA accredited college and a minimum of 10 years of engineering/architecture experience.
