What You Will Do

The Operations Programs Division (OP-DO) needs a well-qualified manager/leader to head a Property Management Field Operations team. The Property Manager 2 (team leader) will be responsible for one of three field teams who contribute to the Laboratory mission as subject matter experts in identifying and compliantly tracking property and equipment.

The Property Manager 2 will report to the Property Manager 4 (group leader). The team leader is responsible for helping to develop performance standards commensurate with Laboratory and Federal Government policy and the appropriate budget and schedules to ensure that Laboratory’s Property Management program is successful. The Laboratory is managed by a contractor organization, Triad, LLC, for the Department of Energy (DOE). Critical thinking skills are a must when exercising judgement within defined procedures and policies to determine the appropriate action to resolve complex issues.

Assists in the development and deployment of procedures, instructions, forms, training, and customer awareness programs. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking steps to stop work the job is unsafe or compromises security.

What You Need

Minimum Job Requirements

  • Ability to help manage an extensive, and complex (>12,000 workers), property management program, i.e., budget, schedule, property plans, personnel/stakeholder management, etc.

  • Ensures direct daily oversight of work, workers, and the work environment that continually reinforces the priority of safety and security. Expected to demonstrate the value of keeping workers’ safe. This is vital in the area lifting objects, e.g., individual lifting restriction of <= 30 pounds.

  • Demonstrated experience implementing a property management program consistent with institutional policy and federal (DOE) requirements.

  • Demonstrated ability to conduct presentations of technical information concerning property management program and/or special projects.

  • Expected to be a point of contact for program assessments and potentially lead the implementation of improvements identified as a result of either a self-assessment or an external assessment.

  • Ability to mentor and coach assigned personnel

Desired Skills:

  • Ability to collect, analyzes, and reports data related to audits, process reviews, and self-assessments.

  • Ability to work independently or as part of a team to address PM program issues within assigned organizations, with only general instructions required for new assignments

  • Management/supervisory experience

Education Required:

  • Position typically has a minimum of 10-12 years’ experience and has, or is working toward, a property management, logistics, supply chain, or procurement certification or degree.
