The Property Management Group within the Operations Programs Division, provides institutional level operations support in the area of personal property management.
As a Property Specialist, you will be responsible for managing the day-to-day Excess Property Operations serving all Laboratory organizations, where toy will manage customer relationships; perform process reviews and audits; and helping Laboratory managers comply with National Nuclear Security Administration (NNSA), Department of Energy (DOE), and institutional requirements and standards.
In doing so, you will apply organizational policies and procedures to resolve a variety of property management issues as it relates to institutional property management functional areas, such as: customs, disposition, field operations, or fleet. You will also provide resolutions to an assortment of problems of moderately complex scope where analysis of situations or data requires a review of a variety of factors. In addition, you will contribute to the completion of property management projects and objectives; be responsible for establishing contacts and providing customer service on property management matters for both internal and external customers.

Property Specialist 1 ($52,200 - $80,800)
Although not intended to be an exhaustive summary, specific tasks for the PS1 will include learning and performing LANL’s Property policies and procedures; conducting physical property inventories; managing property assignments to LANL personnel; conducting field validation of property database records; performance of walk-through reviews; processing excess property; keeping LANL’s Property Database Systems accurate and current; assisting LANL workers with onsite and offsite transport of property; and providing excellent customer service to the LANL workforce with a positive can-do attitude.
Property Specialist 2 ($62,800 - $99,800)
This is a terrific opportunity for a property management professional looking to step-up and create a meaningful impact to our organization.
In addition to what was outlined at the lower level, at the PS-2 level you will apply expert-level knowledge to solve complex institutional excess property management issues. Specific tasks will include conducting analyses and researching industry tools and practices for potential application at LANL. Designing, implementing and administering excess property initiatives and strategies; communicating initiatives to educate managers and employees on property management programs and processes; and mentoring and training less experienced property specialists. You may also assist in leading, or lead cross-functional process improvement initiatives to improve operations and decrease costs.

Minimum Job Requirements:
Communication: Requires experience and aptitude for excellent customer service; a desire to work with people; demonstrated ability to build relationships through teamwork with co-workers and customers, and demonstrated verbal and written skills.
Business/Logistics/Property Management Experience: Position requires experience in a business/logistics/property management field such as: inventory control, customer relations, warehousing and delivery systems, business administration, procurement, government property management, fleet management, excess and salvage management, and/or customs and export control.
Personal Leadership: Demonstrated ability to calmly manage frequent interruptions, customer needs, and changing priorities; complete assignments, manage time effectively, and be dependable/available; and facilitate positive outcomes in stressful situations.
Business Systems and Processes: Ability to learn and follow complex procedures and processes; demonstrated ability to accurately enter data into database systems; demonstrated proficiency using basic computer tools such as Microsoft Word, Excel, PowerPoint, and Outlook for business communications.
Physical requirements: Must be able to lift/carry up to 30+ pounds, standing, walking, bending, stooping, kneeling, reaching; reading vision.
Driver’s License: Must possess a valid driver’s license.
Additional Job Requirements for higher level title:
Property Management Analysis: Wide-ranging property and/or disposition management experience conducting complex process, system, and/or data analysis; interpreting data; identifying trends; and evaluating policies and/or processes for a large organization.
Programmatic Development: demonstrated knowledge and experience of property management program design and best-practices, including demonstrated experience developing, implementing, and/or administering methods to improve institutional property management policies/processes.
Strategic Communication: Experience communicating moderate to complex property and/or disposition management strategies/information, including the demonstrated ability to incorporate data-driven reports/proposals, present ideas, and successfully challenge, and persuade, and build relationships with key contacts outside own organization or area of expertise.
Compliance: Moderate to significant knowledge and experience of Federal Regulations governing Excess Property Management, including demonstrated experience in applying these concepts to resolve complex issues in creative and effective ways.
Education/Experience at lower level: Position requires a high school diploma, or the equivalency, and a minimum of two years related experience, or an equivalent combination of education and experience.
Education/Experience at higher level: Position typically requires a bachelor’s degree and a minimum five years of related experience, or an equivalent combination of education and experience.
Successful demonstrated performance executing excess property management activities in accordance with LANL policies and procedures, and other applicable government regulations.
Demonstrated experience performing excess property management activities in applicable LANL Systems (e.g., Sunflower, OBI, Fleet Access Database, GSA Drive-through, etc.).
Property Management Certification from an accredited/recognized organization (e.g., National Property Management Association, colleges, etc.).
Active DOE “Q” Clearance
