The Acquisition Services Management (ASM) Division is looking for an experienced, highly motivated individual to lead the delivery of equipment and services within the ASM Division. The ASM Division provides procurement services to the laboratory. This posting is for Procurement Specialist 4 position in the ASM Science, Technology & Engineering (ASM-STE) Group, reporting to the ASM-STE Group Leader.
The selected candidate will serve as a technical and Supply Chain Management expert, and will perform subcontract awards and administration in accordance with the Laboratory’s approved procurement system. As a senior procurement professional, this position will work on unusually significant, unique or intrinsically complicated issues; and will provide solutions that are highly creative and where analysis of situations or data requires an evaluation of intangibles.
The selected candidate is expected to uphold high standards of professionalism while executing their work and to promote collaboration and teamwork. As a senior procurement professional, they will also provide guidance and leadership to junior level staff and serve as a role model for them. Procurement Specialist 4 duties are often self-initiated and self-supervisory. They are responsible for providing direction and/or coordinating activities of other personnel using wide latitude in the methods, techniques and evaluation criteria for obtaining results.
Job duties will include but are not limited to the following:
Formation, bid, evaluation, negotiation, award, administration, and closeout of various types of large, highly complex, unusually significant, unique or highly complicated subcontracts for research & development, goods and/or services, in support of the laboratory’s Science, Technology, & Engineering directorate under the authorities of the Prime Contract, the Federal Acquisition Regulation (FAR) system, and commercial best practices.
Active participation in and leadership of long-term planning activities with functional organizations involving multiple procurements requiring knowledge of acquisition strategies, procurement staffing capabilities, and lead time requirements.
Active participation as a procurement subject matter expert as part of an integrated project team (IPT) in the development, review, evaluation of various technical/procurement specifications (e.g., statement of work, SOW), and determination of appropriate subcontract type, for creation and issuance of solicitations to potential suppliers.
Anticipating and resolving complex issues in creative and effective ways.
Developing and documenting summaries of the solicitation and award process including a sound justification for price.
Effectively working with the Office of General Counsel for the prevention and resolution of subcontract issues and disputes.
Creating adequate NNSA consent packages and managing the approval process through successful completion.
Providing mentorship for junior staff and peer review, as necessary.
Providing functional and operational direction to assigned Procurement Specialists and procurement support personnel.
What You Need
Minimum Job Requirements:
Demonstrated experience in leading the formation, solicitation, evaluation of tradeoffs, negotiation, award, and management of fixed-price, cost-reimbursement, and time and materials subcontracts.
Demonstrated experience in awarding and administration of large size, complex procurements.
Expert knowledge and experience executing change management procedures pertaining to requests for information (RFIs), requests for proposals (RFPs), amendments, changes to and modifications of subcontracts, and claims and dispute resolution.
Expert knowledge of, and demonstrated experience using appropriate procurement regulations, policies and practices, including a sound understanding of how they relate to the Prime Contract and the FAR system.
Experience validating application of the Service Contract Labor Standards (formerly the Service Contract Act).
Expert knowledge in developing contract types, fee arrangements, and contract terms; and in developing and recommending to management, analysis of alternatives and potential solutions to contractual problems.
Demonstrated high-level competency in creating clear and concise written documentation that fully summarizes all aspects of a procurement transaction.
Excellent interpersonal, communication, and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external constituents.
The following certifications are preferred: Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification in Contracting (FAC-C).
Position requires a Bachelor's Degree in Business Administration or related degree from an accredited institution and 9 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.
Demonstrated experience managing small teams or functioning in a mentor role.
Ability to work in a fast paced, ever changing environment with numerous deadlines and expectations.
Experience with automated purchasing systems, Ariba strongly preferred.
Recent hands-on experience in Federal subcontract/contract management.
Working knowledge of Small Business Subcontracting Plan in accordance with Public Law 95-507.
Experience applying project management principles to set project scope, schedule, priorities, and deliverables.
Familiarity with business law, finance, accounting and related business subjects.

Location: This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
