Los Alamos National Laboratory Subcontract Specialist 2/3 in Los Alamos, New Mexico
What You Will Do
This position will be filled at either the Subcontract Specialist 2/3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Subcontract Specialist 2 ($66,600-$105,700)
The Subcontract Specialist 2 will be required to form negotiate, award, administer and closeout of all types of subcontracts (cost reimbursable, fixed price, fixed unit price and time & materials) particularly subcontracts for construction and/or environmental services.
The Subcontract Specialist 2 forms and administers moderately complex subcontracts. Maintains a continuing review of the progress of each assigned subcontract and provides management with information regarding any financial, legal, or technical difficulties. Prepares change order and amendments, negotiates with subcontractors and customers to obtain settlements on assigned subcontracts. Conducts meetings as needed to manage the work.
Subcontract Specialist 3 ($80,100-$131,000)
In addition to the duties outlined above, the Subcontract Specialist 3 will be required to form and administer moderate to highly complex subcontracts, work independently, and have sufficient knowledge to be considered a subject matter expert in procurement of construction and technical services.

Minimum Job Requirements:
Job Requirements –Subcontract Specialist 2
Varied experience in the formation, negotiation and award of all types of contracts.
Demonstrated experience in developing moderately complex contract types, fee arrangements, terms and conditions.
Demonstrated experience in administration of small and moderate size contracts.
Working knowledge of change management procedures pertaining to requests for information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
Demonstrated experience managing and administering small to moderately complex construction contracts within a multi-functional environment.
Familiarity with the Department of Labor requirements for both the Davis-Bacon Act and the Service Contract Act.
Demonstrated administrative and organizational skills
Job Requirements – Subcontract Specialist 3
In addition to the requirements outlined above, the Subcontract Specialist 3 is expected to have:
High level of experience in the formation, negotiation, award and administration of all types of construction and other service-type contracts.
Demonstrated experience in change management and administration of moderate to highly complex contracts.
Solid understanding of the Davis-Bacon Act and the Service Contract Act and experience applying their requirements.
Experience in both commercial and government subcontracting.
Understanding of Federal Acquisition Regulations and their application.
Subcontract Specialist 2 position typically requires a bachelor’s degree and a minimum five years of related experience, or an equivalent combination of education and experience.
Subcontract Specialist 3 position typically requires a bachelor’s degree and a minimum eight years of related experience, or an equivalent combination of education and experience.

The Subcontract Specialist 2 or 3 will report to the Acquisition Services Manager assigned to the Acquisition Services Division and deployed to Capital Projects. The selection candidate will follows Laboratory and Procurement guidance and work independently with input from supervisors and management.
