Los Alamos National Laboratory Subcontract Technical Representative 2 in Los Alamos, New Mexico
What You Will Do
LOG-MSM is looking for a Subcontract Technical Representative (STR) to manage the Cooling and Heating Asset Management Program (CHAMP) and the Roof Asset Management Program (RAMP), along with real property maintenance and repair subcontracts. This position will be responsible for supporting our customers with subcontract requirement development, work execution, coordination, day-to-day technical/ administrative guidance and associated closeout activities as assigned.
The STR shall align with CHAMP-LLNL, CHAMP-CONTRACTOR, CHAMP-LANL, RAMP-KCP, RAMP-CONTRACTOR, RAMP-LANL and other contractor efforts with respect to work control, reporting, requests for information, action tracking, and design requirements coordination, construction inspection coordination, commission coordination, and maintaining the PMO project record. In addition the STR will provide oversight of LANS staff activities, including Project Management, Construction Management, and Engineering, Contract Administration, Quality Assurance and Safety staff. The STR will identify site specific requirements (site special conditions) for inclusion in Livermore National Laboratories’ (LLNL) and Kansas City Plant’s (KCP’s) contract with CHAMP and RAMP subcontractors.
In addition, the STR shall work with various organizations and the Subcontractor to ensure compliance with laboratory and external regulatory requirements including Security, ES&H (Environmental, Safety and Health) and training.
In addition, the successful candidate must be willing to learn all aspects of Subcontract Management including applicable Acquisition Services Maintenance and Laboratory policies and procedures.
What You Need
Minimum Job Requirements
Demonstrated experience in managing or supporting real property maintenance Subcontract activities.
Proficiency in the formation and administration of subcontracts throughout the subcontract process including statement of work development, bidder pre-qualification, compilation of bid requests, bid evaluation, award, subcontractor performance monitoring, back charge procedures, resolution of claims and disputes, financial accruals and other such related steps.
Proven work experience and knowledge of engineering/real property maintenance practices, applicable government and industry regulations, standards and practices,
Knowledgeable in the operation and repair of facility support systems including roofing, HVAC, electrical, and mechanical systems.
Familiar with architectural, mechanical, electrical, and plumbing documents, blueprints, drawings, and schematics.
Detail oriented individual with strong technical writing, written communication and verbal/presentation skills.
Proficient in computer based programs including Microsoft Office WORD, EXCEL and POWER POINT.
Demonstrated experience interacting effectively with customers, co-workers, and managers in a collaborative manner to achieve organizational objectives.
Display a high level of initiative, effort and commitment towards completing assignments in a timely manner.
Demonstrated ability to develop, edit, review and maintain all contractual documentation including Statement of Work, ES&H, Security and Quality Exhibits.
Knowledge of the Laboratory’s organizational structure, policies, procedures and work practices.
Knowledge and experience managing construction subcontracts and related requirements.
Demonstrated experience with managing utility type service(s) including natural gas, water, compressed gas and steam systems
Demonstrated familiarity with Standard Work Process Procedures.
Experience with the installation of HVAC duct work, exhaust systems, and auxiliary equipment.
Experience with the installation of roofing systems, coatings and ancillary equipment.
Experience with system and or component functional testing and turnover to commissioning.
Education Required: Position typically requires a degree in engineering, construction or contracts law discipline or specialized courses in contract management and a minimum of five years of related experience, or an equivalent combination of education and experience.
