Los Alamos National Laboratory Subcontract Technical Representative 4 in Los Alamos, New Mexico

What You Will Do

The Subcontract Technical Representative (STR) 4, is responsible for the management of construction, maintenance, or site services subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL). Implements construction, maintenance, or site services subcontract management in accordance with established Acquisition Services Management Division and Construction Management Division or Maintenance and Site Services division policies and procedures. Provides support to more experienced sub-contract technical representatives in the management of subcontracts for the Laboratory.

The STR is the point of contact for all of the technical aspects of the subcontract for moderate or high-hazard work and is responsible for Technical Oversight of a subcontractor's performance under a subcontract. The STR’s technical oversight includes oversight of the subcontractor’s performance in relation to the safety, security, and quality requirements set forth in the subcontract. The STR is not authorized to make any commitments on behalf of LANL or changes to the terms and conditions of a subcontract. STR actions ensure subcontractor adherence to the subcontract, assist in preventing subcontractor failure, reduce project related misdirection, prevent multiple lines of communication, provide appropriate guidance to preclude subcontractor rework and reduce compliance risk. They are the primary point of contact for contractor’s project manager. They are to develop working relationship with the project manager and his team to support successful execution of the contract.

What You Need

Minimum Job Requirements

  • Demonstrated Experience in performance at the Construction Manager, Project Manager, and/or Superintendent level for multiple construction projects involving multiple disciplines. A minimum of ten projects is preferred.

  • Expert level in the formation and administration of subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.

  • Expert level knowledge of multi-tiered organizational structures, such as the Laboratory’s organizational structure or private sector organizational structures, engaged in the execution of construction and/or similar projects.

  • Expert level knowledge of subcontract policies and procedures outside and / or inside LANL.

  • Expert level knowledge of government regulations affecting maintenance and site services subcontract management or equivalent knowledge related to private sector subcontracts.

  • Expert Experience in the preparation and presentation of oral and written reports.

  • Relevant work experience and knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and LANL policies, procedures, and work practices.

  • Expert knowledge and experience in the execution of safe, secure and quality construction projects, requiring work in more than one discipline and/or trade, with experience running multiple projects concurrently.

  • Demonstrated ability to set, achieve, and execute performance goals as a self-directed employee and leader of multiple teams performing multiple tasks. (minimum of 20 personnel).

  • Demonstrated knowledge of Laboratory policies and procedures related to execution of construction at the laboratory or within similar institutions in the public and/or private sector. .

  • Demonstrated ability to successfully manage execution of multiple complex subcontracts.

  • Demonstrated level of knowledge of construction scheduling, document control, and records requirements.

  • Demonstrated understanding of organizational goals of assuring health and safety of workers, the public; and full compliance with environmental, quality and security requirements.

  • Proficient in computer based programs including Microsoft Office Word, Excel, and PowerPoint.

  • Demonstrated understanding of request for proposals, project scope, estimates, schedules, and permits.

  • Experience and skill in identifying problem areas, investigating alternative solutions, and determining appropriate path forward.

  • Demonstrated understanding of subcontract language to ensure sufficient knowledge of the areas of performance covered by subcontracts.

  • Demonstrated knowledge of how to read and interpret Subcontract documents, specifications, and plans.

  • Excellent oral and written communication skills, with experience preparing clear and concise reports.

  • Willingness and ability to work flexible schedules. Work assignment may require work outside the normal work-day (7:00-5:30) and on weekends.

Desired Skills:

  • Demonstrated knowledge of one or more construction disciplines, including Field Engineering, Superintendent, Construction Management, Subcontract Technical Representative (STR) or Waste Management responsibilities.

  • Have a strong familiarity with Standard Work Process Procedures at LANL or other similar campus based institutions such as universities, health care facilities, and/or scientific laboratories, including outages, permitting, and roles and responsibilities within the construction management division.

  • Demonstrated Experience with large multidiscipline construction projects involving installation of civil work, structural work, building skins, architectural finishes, HVAC duct work, exhaust systems, auxiliary equipment, fire alarm, HVAC control systems, electrical distribution systems, and/or laboratory fit-outs.

  • Experience with work in the Environmental Field, Construction Field, or Procurement Field related to Construction Execution in multiple phases from Preconstruction through Close-out.

  • Experience with system and or component functional testing and turnover to commissioning.

  • Demonstrated ability to lead a team of construction discipline professionals.

  • Demonstrated ability to oversee multiple projects simultaneously, and projects (or a portfolio of projects) with a value of over $10 million.

  • Demonstrated success in leading construction efforts on multiple types of projects, including build, design – build, environmental, and/or renovation projects..

Education

Position requires a Bachelor’s Degree in an Engineering, Construction, Contracts Law, or other applicable discipline from an accredited institution and 12 years directly related experience in engineering/construction contracting practices, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or, an equivalent combination of education and related experience to include specialized courses in contract management.

Location: This position will be physically located in Los Alamos, NM

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
