What You Will Do
LOG-MSM is seeking to hire Subcontract Technical Representative (STR) to manage real property maintenance and repair subcontracts, to include maintenance work evolutions, modifications, replacement in kind projects, updates, and new installations. This position will be responsible for support to our customers with subcontract requirement development, work execution, coordination, day-to-day technical/administrative guidance and associated closeout activities as assigned. Develop, edit, review and maintain all contractual documentation including Statement of Work, ES&H, Security and Quality Exhibits.
Perform DPR functions for all assigned subcontracts including PR submission and invoice approvals
Provide assistance to Acquisition Services throughout the subcontract process including pre-bid, proposal review and award phases.
Lead requesters through the proposal review process including Technical Evaluations
Assist Subcontractors and LANL Work Control in the development of field execution work packages
Work closely with Key stakeholders on work scheduling, field work, execution oversight, on-site coordination and day-to-day technical/ administrative guidance.
Serves as a Control Account Manager (CAM) responsible for planning, budgeting, managing and controlling costs and schedule performance, to include, scope, budget, and technical performance.
Leads efforts to ensure work packages realistically represent the duration and budget necessary to perform work and perform variance analysis reviews.
Determines cause and effect of schedule or cost variance and define achievable corrective action plans.
Assists in resolution of issues that arise during the project related to RFIs and Change Orders.
Coordinate daily with field superintendents assigned to each project.
Maintains daily reports of subcontractor’s activities.
Evaluates subcontractors’ progress and approves progress pay applications. Reviews all document submittals (shop drawings, product data, and samples) provided by the subcontractor and submitted to the requester of the project.
Provides field management and enforcement of safety, cost and schedule, technical, and environmental and health subcontract performance within the terms of the subcontract.
Coordinates and manages changes that may have an impact on the subcontract cost and schedule.
Perform complex subcontract closeout activities in accordance with the terms and conditions of and Department of Energy (DOE), Laboratory, and site-specific requirements.
What You Need
Minimum Job Requirements:
Extensive experience in managing or supporting real property maintenance and repair subcontract activities, to include maintenance work evolutions, modifications, replacement in kind projects, facility updates, and equipment installation.
Expert knowledge in the formation and administration of subcontracts throughout the subcontract process including statement of work development, bidder pre-qualification, compilation of bid requests, bid evaluation, award, subcontractor performance monitoring, back charge procedures, resolution of claims and disputes, financial accruals and other such related steps.
Experience serving as a Control Account Manager (CAM).
Proven work experience and knowledge of engineering/real property maintenance practices, applicable government and industry regulations, standards and practices,
Knowledge/experience in the operation and repair of facility support systems including HVAC, electrical, and mechanical systems.
Significant experience with mechanical, electrical, and plumbing documents, blueprints, drawings, and schematics.
Expert knowledge of request for proposals, project scope, estimates, schedules, and permits.
Detail oriented individual with strong technical writing, written communication and verbal/presentation skills.
Expert in computer based programs including Microsoft Office WORD, EXCEL and POWER POINT
Demonstrated experience interacting effectively with customers, co-workers, and managers in a collaborative manner to achieve organizational objectives.
Knowledge of Field Engineering and Subcontract Technical Representative (STR) responsibilities.
Have a strong familiarity with Standard Work Process Procedures.
Experience with installation of HVAC duct work, exhaust systems, and auxiliary equipment.
Expert knowledge with system and or component functional testing and turnover to commissioning.
NFPA 70e related to breaker maintenance, facility upgrades/projects, and fire suppression systems.
Project Management Experience.
Education: Position typically requires a recognized degree in engineering, construction, or contracts law discipline or specialized courses in contract management and a minimum of 10 years of related experience, or an equivalent combination of education and experience.
