What You Will Do
Responsible for the management of construction subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL). Implementing construction subcontract management in accordance with established Acquisition Services Management Division and Construction Management Division’s policies and procedures. Oversees and monitors performance in accordance with terms and conditions of complex subcontracts and Department of Energy (DOE), Laboratory, and site-specific requirements. Provides support and participates as part of construction project integrated teams.
Job responsibilities outlined below will be the minimum assigned to the candidate level.
Subcontractor Technical Representative 4 ($89,900 - $148,300)
This position reports to the Subcontracts Manager Team Lead for Construction.
Develops construction subcontract RFP (Request for Proposal) documents.
Assists with Readiness Packages to start construction work.
Assists in the resolution of issues that arise during construction operations.
This position will interface daily with Field Engineers, Design Engineers, Project Managers, and Subcontractors, other Project team members, and LANL SMEs.
Provides daily coordination with project subcontractors.
Evaluates FCRs, RFIs, and NCRs.
Performs technical and project related reviews and evaluations.
Participates in project progress meetings.
Maintains daily reports of subcontractor’s activities.
Evaluates subcontractors’ progress and approves progress pay applications. Reviews all document submittals (shop drawings, product data, and samples) provided by subcontractors and submits to the project engineering group.
Coordinates facility construction testing and turnover via start-up and commissioning. Obtains subcontractor owner manuals (vendor and operations and maintenance manuals). Assists the project ASM in the preparation, investigation, and finalization of qualified bidders’ lists.
Provides field management and enforcement of safety, cost and schedule, technical, and environmental and health subcontract performance within the terms of the subcontract.
As required, obtains support from the construction discipline engineer, procurement representative, CM, Project Management, and other organizations to ensure acceptable subcontract performance.
Provides support to more experienced STRs in the management of subcontracts for the Laboratory.
Mentors lower level STRs as assigned.
Ensure subcontract adherence to the subcontract, assist in preventing subcontractor failure, reduce project related misdirection, prevent multiple lines of communication, provide appropriate guidance to preclude subcontractor rework and reduce compliance risks.
Serves as the primary point of contract for the assigned LANL Construction Manager and/or LANL Project Manager regarding subcontract management.
Supports the LANL Integrated Project Team
Creates trends for contemplated and approved design changes or any change that has an impact on the subcontract cost and schedule.
Acts as the primary interface between the subcontractor and project team, including Subject Matter Experts (SMEs), from subcontract award through subcontract closeout.
What You Need
Minimum Job Requirements:
Demonstrated proficiency and experience in the formation, administration, and/or execution of environmental and/or construction related subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of subcontractors, back charge procedures, resolution of claims and disputes, and other such related steps.
Demonstrated knowledge of subcontract policies and procedures.
Demonstrated knowledge of government regulations affecting facility subcontract management.
Demonstrated knowledge of Laboratory policies and procedures related to execution of construction at the laboratory.
Demonstrated ability to successfully manage execution of multiple complex subcontracts.
Demonstrated level of knowledge of construction scheduling, document control, and records requirements.
Demonstrated understanding of organizational goals of assuring health and safety of workers, the public; and full compliance with environmental, quality and security requirements.
Proficient in computer based programs including Microsoft Office Word, Excel, and PowerPoint.
Demonstrated understanding of request for proposals, project scope, estimates, schedules, and permits.
Experience and skill in identifying problem areas, investigating alternative solutions, and determining appropriate path forward.
Demonstrated understanding of subcontract language to ensure sufficient knowledge of the areas of performance covered by subcontracts.
Demonstrated knowledge of how to read and interpret Subcontract documents, specifications, and plans.
Excellent oral and written communication skills, with experience preparing clear and concise reports.
Willingness and ability to work flexible schedules. Work assignment may require work outside the normal work-day (7:00-5:30) and on weekends.
Demonstrated knowledge of one or more construction disciplines, including Field Engineering, Superintendent, Construction Management, Subcontract Technical Representative (STR) or Waste Management responsibilities.
Have a strong familiarity with Standard Work Process Procedures at LANL or other similar campus based institutions such as universities, health care facilities, and/or scientific laboratories, including outages, permitting, and roles and responsibilities within the construction management division.
Demonstrated Experience with large multidiscipline construction projects involving installation of civil work, structural work, building skins, architectural finishes, HVAC duct work, exhaust systems, auxiliary equipment, fire alarm, HVAC control systems, electrical distribution systems, and/or laboratory fit-outs.
Experience with work in the Environmental Field, Construction Field, or Procurement Field related to Construction Execution in multiple phases from Preconstruction through Close-out.
Experience with system and or component functional testing and turnover to commissioning.
Demonstrated ability to lead a team of construction discipline professionals.
Demonstrated ability to oversee multiple projects simultaneously, and projects (or a portfolio of projects) with a value of over $10 million.
Demonstrated success in leading construction efforts on multiple types of projects, including build, design – build, environmental, and/or renovation projects.
Position requires a recognized degree in an engineering, construction, or contracts law discipline or specialized courses in contract management and a minimum of twelve years related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be expected.

Must be able to physically traverse construction sites in order to perform duties. This may include lifting items weighing up to 40 pounds, climbing ladders, scaffolds, crawling in low height areas.
