Los Alamos National Laboratory System Analyst 2/3 in Los Alamos, New Mexico

What You Will Do

The Software and Applications Engineering (SAE) Division is looking for an experienced, highly motivated systems analyst, to lead and deliver IT initiatives within ALDBUS as a part of the SAE-1 Group at Los Alamos National Laboratory. The selected candidate will support SAE-1 by providing system analyst support on assigned projects and collaborating with other technical staff to deliver on requirements. As a system analyst, you will also provide expertise in Software Quality requirements for any safety software they support. The role requires collaboration with other systems analysts, software developers as well as external collaboration with business customers, end-users and other I&T professionals. The selected candidate is expected to uphold high standards of professionalism while executing their work, and to promote collaboration and teamwork.

This position will be filled at either the Systems Analyst 2 / Systems Analyst 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

System Analyst 2 ($77,300 - $126,000)

The System Analyst is a seasoned, experienced professional with a full understanding of a specialized information and technology (I&T) field, plus working knowledge of other related IT fields. They will resolve a wide range of issues in creative ways. This job is the fully qualified, career-oriented, I&T professional position. Provides resolution to a diverse range of complex problems where analysis of data requires evaluation of identifiable factors. Contributes to the development of the organization’s goals and objectives. Works under limited direction; receiving general instruction on new assignments. Work is evaluated upon completion. May provide limited technical direction and/ or coordinate activities of other personnel. Demonstrates good judgement in selecting methods and techniques for obtaining solutions. Determines approach to solutions, plans schedule and arranges own activities in accomplishing objectives.

System Analyst 3 ($94,100 - $155,700)

In addition to what was outlined at the lower level, at this level the system analyst analyzes complex business problems to be solved with automated systems and provides technical expertise in identifying, evaluating and developing systems and procedures that are cost effective and meet user requirements. System Analyst 3 configures application settings and options, plans and executes testing, and creates specifications for systems to meet business requirements. When supporting safety software, they are responsible for maintaining the hardcopy and electronic quality assurance records in accordance with LANL practices. They also are responsible for conducting periodic audits to ensure the quality and configuration management requirements are appropriately implemented.

What You Need

Minimum Job Requirements:

  • Work with minimal guidance to independently elicit and document requirements on non-complex systems.

  • Knowledge of application development tools and techniques, development and management, including basic knowledge of software lifecycle activities.

  • Ability to review, understand, and document end-to-end work processes.

  • Ability to translate technical terms to layperson’s terms and present them to audiences outside of I&T.

  • Demonstrated good oral and written communication, organization and interpersonal skills.

  • Demonstrated ability to analyze and solve problems, such as Tier 3 system issues.

  • Knowledge of data retrieval and data analysis techniques/tools (SQL, Toad, etc.).

  • Proven ability to learn quickly, move with agility between assignments, multi-task and to work effectively in a team environment.

  • Demonstrated proficiency in customer focus, interpersonal savvy and perseverance skills with minimal guidance for non-complex systems.

  • Plans and executes or coordinates related unit, integration and acceptance testing between the extended technical team and customer.

  • Knowledge and skills in developing system requirements, specifications, and functional interfaces between system software components and the system-level design

  • Knowledge of software design concepts, software maintenance, user documentation.

Additional Job Requirements for System Analyst 3

In addition to the requirements outlined above, qualification at the higher level requires:

  • Work independently to elicit and document requirements on complex systems.

  • Excellent analytical skills to assess complex business problems and identify technology opportunities

  • Software lifecycle knowledge including requirements, design, development and testing with appropriate documentation – Work experience must show progressively increasing levels of complexity of work

  • Demonstrated ability analyzing situations or data that require an in-depth evaluation of variable factors and developing resolutions that require creativity

  • Excellent interpersonal, oral, and written communication skills

  • Demonstrated ability to interact with all levels of personnel and customers

  • Knowledge of the software verification and validation processes, especially software testing that ensure that the requirements specification, design, and coding of software adequately fulfill all intended functions, with a preferences towards knowledge of and experience with automated testing.

Education/Experience at lower level:

Systems Analyst 2 - Position requires a Bachelor’s Degree in a relevant field and 4 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. Postgraduate degree in related field may serve as years of related experience.

Education/Experience at higher level:

Systems Analyst 3 – Position requires a Bachelor’s Degree in a relevant field and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.

Desired Qualifications:

  • Experience working with Commercial-Off-The-Shelf (COTS) Software or Cloud Software solutions in a systems analyst role.

  • Expertise in LANL business processes and use of LANL Business applications.

  • Experience with Enterprise wide reporting tools.

  • Experience in configuration management for COTS or custom systems.

  • Proven experience working independently to determine solutions and deliver on work assignments.

  • Experience working as part of an Agile Development team as either a team member or Scrum Master.

  • Experience working with agile project management and collaboration tools (JIRA/Confluence preferred).

  • Knowledge of automated testing practices and their implementation in the SDLC.

  • Basic programming knowledge with PL/SQL, JavaScript, Java or any other related programming language.

  • Experience with Oracle and SSMS SQL databases for application troubleshooting and ad hoc reporting

  • Experience with the MicroStrategy platform for enterprise reporting

  • Experience with the Indysoft COTS application including configuration management

  • Experience creating automated test scripts using Eggplant, Cypress or similar application

Location: This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. SAE Division office is a busy but friendly place to work. SAE provides software development and COTS application implementation and support services for the Lab. Our mission is to “deliver reliable, secure and cost effective software and applications that meet business and operational needs in support of the LANL mission”. We collaborate closely with our customers to develop solutions and support business functions across the Lab. There are approximately 175 employees in the division who are primarily web developers, software developers, database administrators, system analysts, software quality management specialists and students.
