What You Will Do
Responsible for providing technical and administrative support in all aspects of planning and developing procurement and contractual packages for materials and services from conception to closeout for assigned Divisions with ALDW. Initiates contracts commensurate with customer requirements as well as with established policies and procedures. Oversees entire procurement preparation process up to, but not including contracting, which includes working closely with the technical staff to develop contract specifications in accordance with the terms and conditions of complex subcontracts and Department of Energy, Laboratory, and site-specific requirements. Provides support to the technical staff in the management of all procurement, staff support and maintenance contracts for assigned division(s) within ALDW.
Specific duties of the position include but are not limited to the following:
Oversees and monitors technical performance of assigned complex contracts. This includes generation of purchase requests to ensure all applicable documents are included for the type of order being submitted (i.e. Buy American, Non-Competitive, On-Site work, Quality, etc.)
Partner with the technical staff and contract specialists in planning, analyzing, and developing technical contract specifications that allow for fair and equitable evaluation of all possible vendors.
Serves as a liaison between technical requester, subcontractor, ASM, Program Office, and Accounting. Addresses all issues relative to the technical side of procurement.
Confirms that all required permits, clearances, work documents, and other requirements are in place prior to work.
Supports contract activities, such as review of bidder responses, negotiations, acceptance, maintenance, punch lists, etc.
Participates in the planning and formation of bid requests, bid evaluations and negotiations, and develops purchase requests and required documentation; acts as Subject Matter Expert (SME) for specific procurement areas.
Advises management on aspects of contract problem resolution.
Place Pcard orders as requested.
This position will provides oversight and technical guidance to support and/or clerical employees, if assigned.
What You Need
Minimum Job Requirements:
Demonstrated proficiency in procurement specification practices related to the submission of Purchase Requests and Exhibits. Designated Procurement Representative (DPR) experience including PCard, BOA and purchase requests. Ability to assist technical personnel in the development of sole source justifications, Buy American Justifications, Exhibits D thru I and technical evaluations. Thorough knowledge of contract policies and procedures.
Demonstrated experience in making independent decisions and researching, analyzing, and solving complex procurement problems. Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining an action to be performed on problems affecting procurements, maintenance, and site services subcontract management
Thorough knowledge of the Laboratory’s organizational structure. Experience handling complex, multi-tasked, and varying workloads through prioritization and teaming. Demonstrated skill in the preparation and presentation of oral and written reports.
Education/Experience Position typically requires a bachelor’s degree and a minimum of five years of related experience, or an equivalent combination of education and experience.
Familiarity with Weapons Engineering.
Comprehensive knowledge of LANL management, administrative and policy structure and support resources.
Active Q clearance

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
