The Associate Laboratory Directorate for Business Management (ALDBUS) is seeking an experienced leader to serve as the Finance Division Leader. Reporting to the Chief Financial Officer (CFO), the Budget Officer will work closely with senior management, executive management from Accounting and Acquisitions Management Services, external sponsors, and the Los Alamos Field Office and NNSA/DOE to work on a variety of business requirements, funding issues, budget planning, cost accounting, performance measures, and cost reporting. The division is responsible for budgeting stewardship, financial forecasting, and financial performance measurement support for LANL Management and External Sponsor audiences. Funding sources include DOE/NNSA Appropriations, Strategic Partnerships, and Institutional Overhead funding.
The selected candidate will support the Laboratory budget process including developing and monitoring of complex, direct and indirect program budgets, developing lab-wide business policies and procedures and developing performance measures with technical customers.In addition, the selected candidate will work with senior budgeting managers to perform self-assessments as required by NNSA/DOE, and Laboratory management. He or she will lead and supervise a team of business managers and business team leaders and analysts and report to executive and senior management the status of Laboratory, Directorate and Program performance, against financial and other business performance metrics. This position is responsible for improving financial services and ensuring compliance with proper business practices by senior management, staff and technical customers and facilitating understanding of business and financial matters. This level oversees multiple functional areas under their purview.
The Finance Division consists of 240 staff, including students. The division is comprised of the following groups that support the Lab's financial management functions for Director's Office (FIN-DIR); Weapons Program (FIN-WP); Science, Technology and Engineering (FIN-STE); Operations (FIN-OPS); Institutional, Programmatic and Strategic Partnership Projects (FIN-INST); and Cost Accounting (FIN-CAT).

Leadership
Demonstrated experience in leading and managing with particular emphasis on managing a large, complex, accounting organization with diverse operations.
Business Capabilities
Expert working knowledge and demonstrated experience in multiple areas which may include the following: Budgeting, Cost Accounting, Indirect Rate Management, Cost estimating and forecasting, Funds Management
Financial Accountability
Demonstrated experience managing budgeting and financial evaluations and forecasts, including budget formulation and execution of requirements, while maintaining a transparent financial cost reporting system, and providing detailed and accurate cost reports.
Compliance
Demonstrated experience developing and implementing plans or programs to meet or exceed business-related laws, regulations, performance measures, or contractual requirements within a highly sensitive or classified environment.
Collaboration and Organizational Development
Demonstrated ability to build and grow both internal and external relationships with a variety of senior-level managers, direct reports, and stakeholders, including attracting, developing, mentoring, and retaining talent to sustain organizational capability and steward an engaged and inclusive culture.
Education/Experience: Bachelor's degree in accounting, Finance, Business Administration, or related field from an accredited institution and 15 years of related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Experience working for or supporting a National Laboratory or a National Nuclear Security Administration (NNSA) / Department of Energy (DOE) facility.
- Experience using Enterprise software with Oracle in support of business operations.
Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30. The annual distribution is prorated based on the number of months in the eligible position.
