Emerging Contaminants Characterization Coordinator (Environmental Professional 4)

What You Will Do

The Environmental Protection and Compliance, Compliance Programs (EPC-CP) Group is seeking outstanding candidates for the position of Emerging Contaminants Characterization Coordinator. As the coordinator, you will be responsible for implementing the requirements specified in the DOE's PFAs Strategic Roadmap at Los Alamos National Laboratory (the "Laboratory"). These requirements include conducting an in-depth review of the historical use of Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) across the Laboratory and characterizing the nature and extent of PFAS contamination in the environment. You will work closely with other environmental professionals and scientists to assess historical use, nature and extent of contamination, and data gaps in Technical Areas across the Laboratory. This work will involve close collaboration with other Los Alamos National Laboratory programs and facilities, the Department of Energy (DOE), and state and federal regulators.

As the EPC Emerging Contaminants Characterization Coordinator, you will develop a comprehensive work plan to investigate historical uses of PFAS at Los Alamos National Laboratory, and to further characterize the nature and extent of PFAS contamination at the Laboratory. Your work will be conducted in accordance with the requirements of the DOE's PFAs Strategic Roadmap using the methodology identified in the DOE's Guide for Investigating Historical and Current Uses of PFAs at DOE Sites.

In addition to having an in-depth technical knowledge of PFAS and regulatory requirements for PFAS, your responsibilities will include meeting reporting requirements to DOE and LANL Management, subcontract management, and public outreach. Close collaboration with DOE and the N3B, the team conducting the Los Alamos Legacy Cleanup work will be required.

This position reports to the EPC-CP Group Leader.

What You Need

Minimum Job Requirements:

  • Expert level knowledge and experience with federal environmental regulations, policies and procedures, including the Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), National Environmental Policy Act (NEPA); Endangered Species Act (ESA); and the Pollution Prevention Act.
  • Expert level knowledge and experience with New Mexico groundwater and surface water regulations, and experience working with the New Mexico Office of the State Engineer.
  • Strong technical knowledge regarding PFAS, including environmental fate and transport characteristics.; and knowledge regarding federal and state regulations and guidance related to PFAS.
  • Excellent interpersonal, communication skills (both written and verbal) and relationship-building skills.
  • Proven experience conducting environmental investigations through the CERCLA or RCRA process, including Preliminary Assessments or RCRA Facility Assessments; Site Inspections or RCRA Facility Investigations, and Remedial Investigations.
  • Expert level experience leading projects, including coordinating activities of other personnel and determining objectives and the methods/procedures needed to achieve deliverables.
  • Relevant Bachelor's degree in physical or natural sciences or engineering from an accredited institution.
Education/Experience: Position requires a Bachelor's Degree and 12 years of experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post-graduate coursework is expected.

Clearance: Ability to obtain DOE Q Clearance required.

Desired Qualifications:

The candidate selected for this position will be most competitive when they possess the following knowledge and skills:
  • A Master's degree in physical or natural sciences or engineering is strongly desired.
  • Ability to lead a team of professionals with a record of successful teamwork and consensus building consistent with working across organizational and program/project boundaries.
  • Knowledge and experience with identifying environmental risks and developing processes to reduce them.
  • Familiarity with LANL operations.
  • Knowledge of the Laboratory's environmental protection policies, practices and procedures.
  • Experience with environmental database management, and data manipulation.
  • Experience with environmental restoration and remediation.
Essential Job Functions (can perform with or without reasonable accommodation): Sitting, standing, climbing stairs, reaching overhead, reaching down, bending, stooping, lifting 30+ pounds and carrying 30+ pounds.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program.
