What You Will Do

The Associate Laboratory Directorate, Weapons Production (ALDWP), at Los Alamos National Laboratory (LANL) enables credible and sustainable strategic deterrence for the nation through the production of plutonium pits, detonators, and other non-nuclear components, along with the necessary evaluation that ensures safe and reliable products. The directorate's programs support multiple aspects of the nuclear security enterprise (NSE) and national security mission, including plutonium processing and disposition, high explosives and non-nuclear component production, manufacturing for NASA deep space missions, surveillance, materials management, and waste operations. ALDWP must simultaneously expand capacity and mature rate production for pits and detonators, while continuing to build on its high-precision, high-quality manufacturing capabilities for non-nuclear parts fabrication.

The Non-Nuclear Production Office (NNPO) ensures the effectiveness of the stockpile by providing key components and services with quality, reliability, and responsiveness. The Non-Nuclear Production Office supports NNSA's NA-12 Stockpile Management scope including program management of the NA-12 production agency portfolio enabling production of detonators, non-nuclear components, and actinide activities (pit surveillance, power supply production and surveillance). Non-Nuclear Production Office oversees and supports the Detonator Production Division (DP-DO) and the Prototype Fabrication Division (PF-DO).

The Senior Director for Non-Nuclear Production Office is seeking two highly qualified candidates at the Project-Program Director 5 (PPD-5) positions to lead and support the Program Management office and Stockpile Integration office. The Project-Program Directors 5 report to the Senior Director for Non-Nuclear Production Office and will support the Senior Director with the leadership, technical oversight, and management of assigned scope across the ALDWP-NNPO portfolios.

The Program Management office PPD-5 will be responsible for managing and driving production across the NA-12 weapon systems (B61, W80, W87, W88, W93, SCLM-N) along with the weapon surveillance portfolio to meet deliverables and milestones. The successful candidate will apply their expert-level knowledge in managing critical schedules (P6), budgets, communication, and facilitate a framework for collaboration and integration to ensure programs are successfully meeting production milestones and deliverables while partnering with all major stakeholders.

The Stockpile Integration office PPD-5 will be responsible for supporting production operations across the NNPO NA-12 weapon portfolios by managing the Production Operations (ProdOps) and Weapons Dismantlement & Disposition (WDD) portfolios. The successful PPD-5 candidate will also apply their technical level knowledge in providing strategic direction for addressing emerging production challenges by building cross-organizational collaborations, managing robust and reliable operations and facilities, and upholding safe and secure execution of hazardous operations across the NNPO portfolio while interacting and collaborating with internal and external customers to ensure production milestones and deliverables are met.

Technical Leadership

Demonstrated successful experience as a senior leader or manager of projects with significant total project cost or complexity. This requires experience leading complex technical project organizations, including demonstrated experience leading strategic and tactical planning and execution, customer service, project management, continuous improvement, and management systems such as safety, security, configuration management, conduct of operations and earned value management.

Management

Demonstrated expert level experience in managing technical programs with significant fiscal and programmatic responsibilities. Advanced knowledge of and demonstrated consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing scope, cost, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstrated experience in management, supervision, and development of assigned employees.

Relationship/Teaming

Demonstrated success building and growing both internal and external relationships with a variety of constituencies, sponsors, other project organizations, higher-level managers, direct reports, and other employees. Excellent oral and written communication and presentation skills for multiple levels of employees and stakeholders a must.

Personal Leadership

Strong leadership characteristics including personal integrity and accountability, fiduciary responsibility, trustworthiness in relationships, commitment to quality and excellence in programs and operations, commitment to workforce diversity and human resource development.

NNSA Collaboration

Demonstrated success working across the NNSA complex, the broader Nuclear Security Enterprise, and industry executing projects, setting strategic direction, program management leadership and expertise.

Compliance and Security

Demonstrated expert experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security environment.

Education/Experience:

Position requires a bachelor's degree from an accredited institution and 12 years related experience; or an equivalent combination of education and experience directly related to the occupation. This position may be subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the positions can successfully perform the requirements of the job.

Desired Qualifications:
  • Active DOE Q-Clearance
  • Broad knowledge of Laboratory programs and technical organizations
  • Knowledge and experience working with the NNSA and other Nuclear Security Enterprise sites
  • Experience with manufacturing management practices such as supply chain, inventory control, quality control, manufacturing execution systems, and configuration management

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
