Maintenance Manager 3

What You Will Do
The MSS-STO position serves as the Maintenance and Site Services (MSS) Work Execution Manager (WEM) of the Science and Technology & Operations (STO) portfolio and is responsible for all maintenance activity in the portfolio.

The WEM for MSS-STO must have a strong background in maintenance, in addition to working knowledge of Conduct of Operations and Conduct of Engineering to successfully drive long-range strategic planning process for maintenance by overseeing and managing the design, planning, modification, and maintenance of equipment, machinery, and facilities. The successful candidate will be responsible for planning, budgets, and schedules of facility modifications including estimates on equipment, labor, materials and other related costs, as well as design and develop organizational policies relevant to facility maintenance activities while ensuring common processes and procedures are utilized by deployed groups. The successful candidate will also provide technical leadership and management for the MSS-STO work execution team and work closely with the Maintenance Manager for the management of facilities supporting research, development, and testing for Science and Technology Operations facilities.

Responsibilities include, but are not limited to:

  • Provide oversight of the Science and Technology Complex Maintenance Activities and Staff (e.g., superintendents, craft, and life safety workers).
  • Authorize, or defer, maintenance and construction activities based on facility status.
  • Manage and coordinate the proper response to abnormal conditions and submit reports per IAW institutional guidelines.
  • Lead/Support the Plan of the Week & Plan of the Day meetings.
  • Assist with development of IWDs, RWPs and other technical documents to support programmatic and project work.
  • Assist with development and coordination of Plant/System Outages to support Project Work.
  • Manage the design, planning, construction, and maintenance of equipment, machinery, buildings, and/or other facilities.
  • Manage the development of plans and budgets for maintenance activities and facility modifications.
  • Develop and administer organizational policies relevant to facility maintenance activities.
  • Implement the conduct of maintenance program at facilities.
  • Oversee subcontracted and/or in-house facility maintenance services.
  • Assist in investigating events to identify the root cause and assist in implementing appropriate corrective actions.
  • Define and recommend organizational objectives, develop specific short-term and long-range plans, and monitor progress to assure work objectives are attained and schedules are met.
  • Responsible for all aspects of personnel management, including but not limited to managing headcount, forecasting and budget(s) associated with group, directing assignments, employee hiring and on-boarding processes.

What You Need

Minimum Job Requirements:

Facility Management: Extensive knowledge of and experience with facility management including systems engineering design and maintenance, safety/authorization basis, configuration management programs, work control, facility control systems, major construction projects, and upgrades and renovations. Extensive knowledge of facility policies and procedures. Extensive knowledge of government regulations affecting maintenance and site services.

Maintenance Operations: Extensive understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures. Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics. Demonstrated ability to utilize and manipulate a computerized work management system in maintaining and tracking project activities.

Leadership: Demonstrated experience and skill in management, supervision, and human resources administration of assigned employees. Demonstrated experience and skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting maintenance and site services programs and processes. Demonstrated skill in the preparation and presentation of oral and written reports.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Demonstrated Project Management experience for Programmatic and R&D Work or related experience with construction project management.
  • Demonstrated experience and knowledge of LANL maintenance policies and procedures.
  • Knowledge of the Laboratory's organizational structure.
  • Demonstrated ability to prepare and present safety and technical briefings to all levels of staff.
  • Active Q clearance.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program:
Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
