Los Alamos National Laboratory Corrective Actions Investigator (Operations Support Specialist 3/4) in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the Operations Support Specialist 3/4 level , depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Operational Readiness and Execution Group is seeking a Operations Support Specialist (OSS) to support causal analysis and assessment capability for the Plutonium Infrastructure (ALDPI) organization. ORI-2’s primary core functions are to support Causals and Trending Assessments; Readiness & Conduct of Operations; Safety Management & Engineering; Manufacturing Systems; Tactical Scheduling; Nuclear Materials Management; and Industrial Engineering.

The OSS will report to the Causal Analysis Team First Line Manager. The selected candidate’s responsibilities include ensuring the investigations and timely completion of corrective action responses such as, causal analysis, assessments, extent of condition analysis, Lean Six Sigma initiatives, or effectiveness evaluations, that stem from various management oversight processes designed to identify and mitigate mission and operational risks.

The work performed by ALDPI largely supports swing and graveyard shifts, and as such this position will be required to work a similar schedule to ensure full coverage.

Operations Support Specialist 3 ($77,300 - $126,000)

The Operations Support Specialist 3 manages and ensures the timely completion of mulitple discrete causal analysis, assessments, extent of condition analysis, or effectiveness evaluations. This process includes coordinating event or condition interviews, developing schedules, setting up an participating in field work, and writing and finalizing reports. Projects may involve Lean Six Sigma methods, Causal Analysis, data analytics, and/or other improvement strategies/methods; and will require the ability to research, evaluate, and discern sources of programmatic, technical and/or management system failures within a complex regulatory, technical, and operational environment. Projects will be managed within a framework of identify, analyze, mitigate, evaluate, and communicate; will apply relevant technical requirements for the project; and will include timely reports on associated deliverables.

Operations Support Specialist 4 ($94,100 - $155,700)

In addition to what was outlined at the lower level, at this level the Operations Support Specialist 4 may serve as the an interface between various groups for large and/or highly complex causal analysis projects, risk evaluation projects, metrics development review and trending projects, and/or lean projects to establish technical requirements, scope, schedule and deliverables in accordance with relevant policies and procedures.

Minimum Job Requirements:

Data Analysis and Reporting: Demonstrated ability to apply various evaluation methods (such as root cause analysis, barrier analysis ) to identify areas of performance weakness and risk that warrant concrete and sophisticated response strategies. Demonstrated experience developing analysis or assessment plans, conducting research, assembling investigations teams, and producing technical reports. Demonstrated ability to and recommend viable responses to negative performance trends. Demonstrated expertise in data analysis that results in value-added messaging for internal and/or external customers.

Communication and Investigation : Demonstrated experience conducting issue or incident investigations, including conducting interviews, performing analysis, and writing technical reports. Demonstrated ability to interact effectively with all levels of personnel building trust, gaining consensus, and resolving conflicts. Excellent oral and written communication and presentation skills.

Education/Experience :Position requires a Bachelor’s Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Additional Job Requirements for Operations Support Specialist 4:

Requires a Bachelor's Degree from an accredited institution and 8 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.

DOE Analysis and Execution : Demonstrated expert-level knowledge of, and consultative experience in all aspects of DOE assurance and oversight to including: associated quality and reporting requirements, methods of self-evaluation, and continuous improvement strategies. Ability to oversee multiple causals and/or assessment while providing effective execution of planning, tracking, execution, and closure cycles.

Policy knowledge and compliance : Expert-level knowledge of LANL’s issues management policy and its role within the Laboratory’s Contractor Assurance System (CAS).

Clearance : Ability to obtain a DOE Q Clearance

Desired Qualifications:

DOE Order knowledge: Demonstrated expert knowledge of DOE order 232.2A , NAP-24, NQA-1, and related performance assurance and continuous improvement related requirements.

Management systems: Demonstrated experience with issues management systems; Contract Management experience; Lean Six Sigma qualifications or experience

Clearance : Active DOE Q Clearance

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
