Los Alamos National Laboratory Deputy Estimating Manager (Project Controls Manager 4) in Los Alamos, New Mexico

What You Will Do

This position provides leadership and oversight as Los Alamos National Laboratory Deputy Estimating Manager within the Project Controls organization. The Deputy Estimating Manager position will supervise the estimating group and establish LANL policy regarding estimating on programs and projects.

The Deputy Estimating Manager provides functional oversight over all estimating management processes and tools including: qualitative and quantitative estimating assessments, identification and analysis of estimating actions with estimate owners, and provide innovative solutions and value engineering. Provide functional oversight and guidance to the estimating coordinators to establish project baseline estimates, maintenance and update of estimates, including providing project level data input to the ALDCP portfolio of project for estimate health metric reporting.

This Deputy Estimating Manager will identify, analyze, and provide innovative solutions to executive management and supports and promotes improvement measures and implementation of recommendations for the Los Alamos National Laboratory. The Deputy Estimating Manager interfaces with all levels of project management and project controls staff for estimating management issues and provides assistance and guidance for the display or presentation of estimating information. The Deputy Estimating Manager supports organizational and functional administrative activities, including, personnel performance reviews and career counseling, interviews candidates for employment and makes recommendations for employment decisions.

This position requires a strong leadership capability teamed with an in-depth knowledge of estimating objectives and the proven ability to develop and implement policies that support those objectives in conjunction with LANL Earned Value Management System (EVMS) and Project Management policies.

What You Need

Minimum Job Requirements:

  • Demonstrated leadership management experience leading organizations, programs, projects or central function with significant fiscal and programmatic responsibilities.

  • Extensive experience in the estimating management function and sub functions of cost and schedule.

  • Experience and demonstrated skill in implementing estimating principles, concepts, and practices including estimating communication, estimating analysis, and estimating response planning.

  • Demonstrated advanced experience and knowledge of using schedule estimating assessment tools such as Winest and Primavera.

  • Demonstrated experience of using estimating published tools such as Richrdsons, RS Means, and other published reports.

  • Demonstrated experience of using scheduling software such as Primavera P6.

  • Distinguished track record of setting technical direction and goals, implementing effective business practices and automation of reporting systems.

  • Demonstrated ability to build and grow a program into reliable and efficient operation.

  • Excellent interpersonal, oral and written communication skills, with demonstrated skill in presenting estimating information to management and customers.

  • Demonstrated ability to interact and communicate effectively with all levels of management, staff, customers, and stakeholders.

  • Demonstrated experience in effective decision-making and creative problem solving.

  • Advanced knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

  • Advanced Knowledge of current industry and technical developments in the estimating management field.

Desired Skills:

  • Experience maintaining a rigorous estimating management system supporting compliant EIA-748 EVMS and DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets.

  • Experience and knowledge of DOE G 413.3-21A, Cost Estimating Guide requirements and the integration with EVM reporting.

  • Experience in institutional or organizational level estimating management.

  • Extended experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators.

  • Advanced knowledge and experience using estimating tools such as Winest and Costworks .

  • Knowledge of using the scheduling software system Primavera P6.

  • Experience serving as a subject matter expert and mentoring others on diverse topics of Winest and other estimating software applications.

  • Successful demonstrated experience in executing large-scale programs, projects, or project controls central core functions.


Education Required: Position requires a bachelor’s degree and a minimum of twelve years of estimating experience, including a minimum of four years of related management experience.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
