Los Alamos National Laboratory Institutional Records Program Team Lead (Information Resources Manager 2) in Los Alamos, New Mexico

What You Will Do

Provide leadership and oversight as a Team Leader for the Institutional Records Management Program in the Document Control and Records Management Group (DCRM). DCRM resides within the Service Innovation Division (SI), which is part of the Associate Level Directorate, Business Management (ALDBUS).

The selected candidate will lead a team of professionals in the Institutional Records Management Program. Responsibilities include:

  • Managing the LANL Records Center, where daily operations include records accessioning, pick-up and delivery, retrieval, charge out to customers, preparation for off-site transport, and disposition

  • Collaborating with the Records Management Program Manager on program enrichments, initiatives, and implementation

  • Responding to internal and external customer requests, including NIOSH, NNSA, and Federal Records Centers

  • Managing records in the Electronic Records Management System

  • Coordinating facility-related work and access related to Record Center operations

The Team Leader will serve as the first line manager, responsible for providing direction and oversight to the team, interacting with customer organizations, ensuring development and implementation of compliant DCRM programs and the Institutional Records Management program as a whole, and supporting group and division goals and objectives. The ideal candidate will be forward thinking, looking for opportunities to modernize process and procedures.

Leadership

Demonstrated experience leading a team to execute a defined scope of work. Demonstrated aptitude for developing and motivating employees, coaching and mentoring team members to enhance knowledge, skills, and abilities.

Business Operations

Demonstrated experience in team management activities, including work planning, budget monitoring, performance objective development and monitoring, personnel management, metrics and reporting, and ensuring a safe and secure workplace for the team and group.

Teamwork

Proven ability to assist in the development of DCRM strategies and objectives to effectively address Laboratory goals for programmatic, business and operational excellence and focus on executing the enduring mission work in a safe, secure, and compliant manner.

Information Management

Advanced technical knowledge of RM program concepts, techniques, standards and requirements to manage diverse and complex institutional records management programs and/or records management projects across the institution. Demonstrated experience in assessing RM programs for compliance and implementation/execution; identification and development of process improvements and/or corrective action plans; and experience and demonstrated skill in conducting research, investigating alternative solutions, and recommending solutions on issues affecting RM programs and processes.

Stakeholder Management

Proven ability to develop and leverage strategic relationships and create networks involving the coordination of groups and key decision makers, including DCRM managers and employees, technical IT staff, customer organizations, and senior level managers. Demonstrated ability to provide guidance and support to customer organizations in the realm of RM, institutional IT tools in support of RM, and process improvements and to ensure RM programs and strategies effectively integrate with operational and institutional requirements.

Communication Skills

Excellent interpersonal, verbal and written communication and the ability to interact with a variety of constituents.

Education/Experience :Position requires a Bachelor’s Degree from an accredited institution and 3 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Experience implementing Federal contractual requirements such as National Archives and Records Administration (NARA) 36 CFR Chapter 12, Subchapter B, DOE Orders 243.1A, 243.2 and 414.1D into governing plans, procedures, systems and practices.

  • Experience working in a matrixed or deployed organization.

  • Experience in process management and process improvement systems, tools and methodologies

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 .
