Los Alamos National Laboratory International Assessments Program Manager in Los Alamos, New Mexico

What You Will Do

The LANL Global Security Intelligence and Emerging Threats (GS-IET) program office is seeking applicants for a Program Manager (PM) 3 or PM 4, who will report directly to the GS-IET Program Director. The position requires the leveraging of LANL capabilities to answer the nation’s most pressing technical intelligence questions, and will involve outreach to multiple US intelligence agencies to execute current priorities and identify areas of potential future LANL support to the Intelligence Community (IC). The PM will serve as LANL’s primary interface to DOE’s Office of Intelligence and Counterintelligence (DOE-IN) and other IC partners, and must be capable of listening to customer needs and developing LANL solutions to address them. The PM will work closely with LANL’s Intelligence and Systems Analysis Group to define relevant nuclear, scientific, and international intelligence assessments for the IC and policymakers, and to assist in maintaining a high-level of analytic rigor in LANL assessments.

This position will be filled at either a Program Manager 3 or 4 level, depending on the skills and experience of the selected candidate. Exceptional candidates may be considered for a higher-level position, and additional job responsibilities will be assigned if the candidate is hired at the higher level.

Program Manager 3 ($125,200-$210,600) will be expected to:

  • Represent LANL Global Security Programs, particularly as they relate to the Nuclear and Scientific Intelligence mission.

  • In partnership with multiple line organizations, ensure the on-time delivery of quality products, communicate program status with sponsors, and fulfill formal reporting requirements.

  • Engage with stakeholders from across the IC to provide impactful intelligence assessments and to improve awareness of the broad set of LANL capabilities available to the IC.

  • Broadly communicate stakeholder needs and proposal opportunities to LANL organizations and subject matter experts.

  • Rapidly form multi-disciplinary teams to develop proposals in response to formal and informal business development opportunities.

  • Mentor and provide constructive feedback to proposal teams.

  • Use program development funds to promote strategic objectives of the International Assessments portfolio.

  • Support laboratory priorities in operational security, safety, environmental compliance, quality, contractor assurance, and business imperatives.

  • Establish goals and metrics for new budget authority in this area.

  • Negotiate scope, schedule, budget and performance requirements, with the sponsor and LANL line (execution) organizations.

Program Manager 4 ($135,800-$235,600)

In addition to the duties outlined above, the Program Manager 4:

  • Develop and refine a portfolio-level strategy to leverage unique LANL capabilities and capture new business opportunities within the portfolio scope. Identify and cultivate cross-cutting initiatives to leverage other Office portfolios.

  • Engage in LANL forums, such as LDRD strategic planning, to solicit, encourage, and develop new and innovative technical solutions for programs in the International Assessments portfolio. Develop new forums for communication, as necessary.

  • Use independent judgment to identify potential portfolio risks, develop risk mitigation strategies, and recommend risk acceptance/avoidance for all aspects of the portfolio.

  • Integrates significant, unique, and/or complex program work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.

  • Serves as the agent of the high-level external customer(s) within the Laboratory, with responsibility for negotiating and authorizing work and allocating resources.

What You Need

Minimum Job Requirements:

  • Detailed understanding of nuclear material processing, fuel-cycle, nuclear weapons design and/or weaponization, and deployment.

  • Demonstrated understanding of Intelligence Community Directives related to the portfolio.

  • Demonstrated experience in the execution of technical programs, resource planning and allocation, and strategic planning.

  • Excellent interpersonal, oral, and written communication skills.

  • Degree in a relevant field of science or engineering.

  • The ability to travel in support of program objectives approximately one week per month.

  • Active Q and SCI clearances.

In addition to the requirements outlined above, the Program Manager 4 requires:

  • Demonstrated experience interacting with and briefing high-level external customers.

  • Demonstrated ability to build and grow both internal and external organizational relationships and programs and effectively team across the laboratory.

  • Demonstrated experience in strategic planning, resource planning and allocation, setting objectives, and meeting milestones.


  • Experience authoring intelligence assessments consistent with analytic standards.

  • Formal project management training.

  • Knowledge of LANL’s nuclear intelligence and nuclear forensics portfolio, sponsors, and stakeholders.

  • Knowledge of LANL’s nuclear weapons design capabilities.

  • Knowledge of LANL’s science and technology base and unique capabilities.

  • Experience in managing personnel, negotiating agreements, delegating authority, and building consensus within a team.

  • Change of Station (COS), Intergovernmental Personnel Act (IPA), or USG service experience.

  • Advanced degree in science or engineering.


A minimum of a bachelor’s degree in a technical discipline and at least eight years (PM 3) or 12 years (PM 4) relevant experience, or an equivalent combination of education and experience. An advanced degree and formal project management experience is preferred.

Location: This position will be physically located in Los Alamos, NM.

Additional Details
