Los Alamos National Laboratory Occurrence Investigator (Contract Assurance Specialist 2) in Los Alamos, New Mexico
What You Will Do
Reporting to the Team Leader of Institutional Reporting, you will support and partner with the Facility Operations Directors (FODs) in identifying and responding to abnormal events, obtaining witness information, investigating facts leading up to and during the abnormal events, comparing process related documentation to the event facts and categorizing events in line with criteria detailed in DOE Order 232.2A. You will prepare the written content of occurrence reports for submittal to the DOE Occurrence Reporting and Processing System (ORPS) and perform causal analyses of events at all levels as requested by FODs or required by DOE Order 232.2A. You will do this by partnering with management staff with a broad range of operational and Environmental, Safety and Health (ES&H) subject matter experts (SMEs) evaluating the severity of safety or compliance consequences and apply a graded approach to the investigation.

Contractor Assurance System
Demonstrated working knowledge in one or more of the following Contractor Assurance System (CAS) related areas: audits and assessments; lessons learned; metrics; trending; risk characterization; issues and corrective actions management; process improvement; compliance; or investigations.
Demonstrated experience in writing clearly and effectively with minimal editorial changes. You will work with FODs and relevant SMEs to capture the facts surrounding events in a clear and concise manner, while ensuring the key details are captured and understood by the reader.
Experience gathering and analyzing information that is reported and presented to a management team and/or external customer. Demonstratedworking knowledge of one or more methods of formal causal analysis (e.g. 5-why, change analysis, barrier analysis, events and causal factor charts, ishikawa diagram).
Demonstrated experience successfully interacting with management and customers withstrong interpersonal skills, including the ability to lead and engage people. Proven success working independently and in a team environment, with both internal and external customers.
Education and Years of Relevant Experience
Position requires a Bachelor’s Degree and 5 years related experience in organizational-level performance-based management, quality, and/or a technical discipline related to area of assignment; or, an equivalent combination of education and experience directly related to the occupation.
Knowledge of LANL organization structure, policies, and procedures. Demonstrated working knowledge or competency in one or more of the following disciplines: occupational safety; industrial hygiene; health physics; environmental and waste management; regulatory compliance; US Navy or commercial nuclear reactor operations; radiation protection; or safety basis; or conduct of operations. Working knowledge of DOE Order 232.2A, DOE regulations for Worker Safety and Health, Nuclear Safety, Classified Information Security and DOE Order 226.1B
Recognized causal analysis qualification and proficiency of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.).
Active DOE “Q” or other Top Secret clearance.

This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements
for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
