What You Will Do
A division within the Associate Laboratory Director for Business Services, the Software and Applications Engineering (SAE) Division provides software and applications development support and database design/ development and administration, software quality management, and enterprise application consulting. The selected candidate will report to the SAE-2 Team Leader and perform job requirements as described below and as assigned by the SAE-2 Management.
This position will be filled at either the Software Developer 3/4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
Software Developer 3 Responsibilities ($89,900.00 - $ 148,300.00)
The successful candidate will:
Deliver progress reports to project leaders, sponsors, and help define project plans and milestones.
Responsible for the analysis, design, development, testing, deployment, and documentation of custom built APEX applications.
Contribute to the designing, developing, modifying, testing, debugging, and evaluating of software to meet customer requirements.
Collaborate with customers and colleagues.
Adhere to all policies and procedures as outlined by Software Configuration Management Plan.
Software Developer 4 Responsibilities ($98,900.00 - $ 165,100.00)
In addition to the duties outlined above, the Software Developer 4 will be required to:
Lead the designing, developing, modifying, testing, debugging, and evaluating of software to meet customer requirements.
Lead the upgrading, supporting, extending, and enhancing Commercial off the Shelf Products (COTS) and or custom built applications.
Assess the impact of software upgrades and other environment changes.
Set the direction of goals for project tasks and establish associated scope, schedule, and budgets.
Work independently and/or serve as Technical Lead on Projects and coordinate technical activities of project personnel.
Provide knowledge transfer to Technical staff.
On-call responsibilities for Production Applications.
What You Need
Minimum Job Requirements:
Experience designing, developing, modifying, testing, and debugging software to meet customer requirements.
Experience with software configuration management and software quality assurance methodologies.
Ability to assess the impact of software upgrades and other environment changes.
Knowledge of secure coding practices.
Experience with relational data modeling and database procedural languages and scripts (e.g. PLSQL, SQL).
Experience developing APEX Interactive Reports, Interactive Grids, Graphs, and Dashboards.
This position requires Q clearance access authorization. Applicants must have the ability to obtain and maintain DOE clearances, which normally requires US citizenship.

Extensive experience using Oracle Database 12c/18c, writing complex SQL Queries and PL/SQL.
Extensive experience in developing Oracle APEX applications.
Extensive experience using Apex collections, leveraging APEX APIs.
Extensive Experience with APEX security, authentication, and authorization schemes.
In-depth knowledge of XML, HTML5, CSS, JSON, AJAX, and RESTful Services.
Expert knowledge of the Oracle development toolset and programming languages and scripts.
Demonstrate effective interpersonal skills for communicating technical information and building relationships with customers and colleagues.
Experience leading complex software projects.
Experience and application of software configuration management and software quality assurance.
Experience customizing JIRA/Confluence for application lifecycle management, especially in DevOps.
Ability to provide on-call support.
Experience upgrading, supporting, extending, and enhancing Commercial off the Shelf Products (COTS) applications.
Experience supporting and extending Cloud applications.
Experience developing complex, large scale, web-based and mobile transactional database applications.
Experience working effectively in a team environment.
Experience developing and enhancing Mobile applications.
Experience using and developing RESTful Web Services.
Experience with Oracle BI Publisher reports or Apex Office Print.
Software Developer 3 Education Required: Position typically requires a bachelor’s degree and a minimum eight years of related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be desirable.
Software Developer 4 Education Required: Position typically requires a bachelor’s degree and a minimum of twelve years related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be expected.
