Los Alamos National Laboratory Procurement Group Leader (Acquisitions Services Manager 4) in Los Alamos, New Mexico

What You Will Do

This posting is for a Group Leader overseeing six (6) procurement teams responsible for commodity and services procurements in the Acquisition Services Management Division of the ADBI Directorate. The Acquisition Services Management (ASM) division provides procurement services to the laboratory. This group will be responsible for the procurement of materials, equipment and services. The group leader’s span of control is approximately 75 procurement and subcontracts specialists. Annual procurements range from $400 to $600 million. Types of contracts include fixed price, time and material, cost-plus, and incentive.

The selected Group Leader will be responsible to:

Leadership

  • Develop strategy for the Purchasing group that effectively support Laboratory goals for business and operations excellence and focuses on executing the enduring mission work in a safe, secure and compliant manner.

  • Work closely with Acquisition Services Management leadership to ensure the Purchasing vision and strategy effectively integrates with ASM Division and other ASM groups in the delivery of services to customers.

  • Lead the Purchasing group in organizational management, including budgeting, forecasting and financial management, capability and staff development, succession planning, personnel and salary management, and ensuring a safe and secure workplace.

Technical Competence

  • Oversee contract formulation and administration for cost plus, fixed price, fixed unit rate, time and material and incentive based contracts subject to federal procurement regulations.

  • Participate in department, divisional, directorate and laboratory initiatives as required to improve overall efficiency and effectiveness.

Institutional Acumen

  • Foster effective working relationships with Laboratory leaders, ADBI managers, and customers to ensure procurements adequately support the Laboratories mission.

  • Understand the Laboratory’s mission in order to best serve the institution with Procurement strategies to support Laboratory operations.

  • Ensure strict adherence to acquisition practices included in Laboratories approved procurement system.

What You Need

Minimum Job Requirements:

  • Demonstrated experience in leading a large team/organization in all aspects of organizational management, capability and staff development, succession planning, personnel and salary management, performance management and ensuring a safe and secure workplace.

  • Demonstrated leadership competencies to effectively manage several procurement teams which formulate and administer complex procurements.

  • Knowledge of DEAR/FAR procurement regulations as well as commercial contracting best practices

  • Knowledge of Service Contract Act

  • Comprehensive knowledge of contract formulation and administration for cost plus, fixed price, fixed unit rate, time and material and incentive based contracts subject to federal procurement regulations.

  • Demonstrated experience leading change in an organization through strategic planning and tactical operations management.

  • Demonstrated experience with collaboration across organizational boundaries and the ability to manage customer relationships in a positive manner.

  • Demonstrated experience managing a complex budget.

  • Experience applying project management principles to set project scope, schedule, priorities, and deliverables.

  • Excellent interpersonal, communication, and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external constituents.

Desired Skills:

Experience with:

  • Demonstrated experience managing a procurement team at a Department of Energy Management and Operating Contractor facility.

  • Global experience in supply chain management.

  • Specialized training in business law, finance, accounting and related business subjects.

  • Trained in process improvement tools like Six Sigma.

Education:Position typically requires a bachelor’s degree and a minimum five years of related management experience or an equivalent combination of education and experience. At this level, post graduate course work may be expected.
