What You Will Do
Come and join the brightest minds at the most innovative R&D facility supporting our national security! Los Alamos National Laboratory is looking for a senior level program manager to work within the National Security Education Center (NSEC). As the program manager, you will lead and execute the Office for University Research and Joint Appointments and its technical/scientific and operational portfolio. This will involve oversite of the overall growth of the program and planning and coordination with senior-level executives at the university and within the Laboratory.
In this role, you will develop, implement and advance NSEC’s strategy for regional academic collaborations, oversee the Laboratory’s Joint Appointment Program, and the execution of the Laboratory’s Institutional Agreement with the three NM research universities through the New Mexico Consortium (NMC). You will work with internal and external customers, individual researchers and/or research groups/programs to determine the scope, time frames, and funding requirements. You will develop working relationships with senior executives at regional universities, including our University of California and Texas A&M partners. Building and maintaining trust and confidence across a network of science and engineering, programmatic, and partnership domains will be required for success.
The National Security Education Center (NSEC) facilitates science and engineering education and research through strategic research and education centers, academic partnerships, and student and postdoctoral programs. NSEC serves as an interactive hub for students, postdocs, and visiting faculty from around the world to collaborate on research and exchange ideas with Laboratory technical staff. Participants engage in specialized education, hands-on education and training opportunities, and the development of diverse exciting research projects. NSEC establishes regional academic collaborations through Joint Appointment programs with regional and national universities, and through a relationship with the New Mexico Consortium (NMC), a unique non-profit organization of the three New Mexico research universities formed to advance scientific research and education in New Mexico.
What You Need
Minimum Job Requirements:
Expert-level knowledge and demonstrated experience in a scientific/technical discipline that aligns with the laboratory strategic mission and capability pillars. National or international recognition as a technical/scientific leader.
Expert-level knowledge of and demonstrated consultative experience in all aspects of program development and/or program management of complex technical/scientific work, including defining program work scope, schedules, budgets, priorities, and performance milestones.
Demonstrated track record of working with universities, both faculty and leadership.
Consultative experience in developing and nurturing effective high-level external and internal customer relationships.
Consultative experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.
Contracts and Grants
Familiarity with writing and reviewing research contracts and grants.
Demonstrated record of building/integrating technical teams to foster research collaborations.
Demonstrated excellence in oral and written communication to include presentation skills.
Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 15 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. Position typically requires an advanced technical degree.
Recognized expertise in a mission-relevant scientific or engineering discipline, usually with significant research experience as evidenced through publications and presentations, or management of a science/engineering program or organization.
Knowledge of the scientific/engineering capabilities of the Laboratory, and effective understanding of the national context in this area, including identifying and analyzing possible collaborators, and new teaming arrangements, and effectively incorporating this knowledge into establishing and maintaining collaborations with university partners.
Extensive experience in the development and application of sponsor/customer needs (including their plans, constraints, and requirements).
An advanced (Ph.D.) technical degree in a science or engineering discipline is preferred.
Location: This position will be physically located in Los Alamos, NM.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.
