What You Will Do

The Project Controls 3 position implements LANL project controls system, processes, procedures and tools on a project or program which are executed by the responsible directorates. This position performs schedule development, maintenance and monitoring activities. Performs cost estimating, analysis, and cost control activities. Prepares and reviews the preparation and presentation of cost engineering and planning activities. Supports project or program organizational and administrative activities. Ensures work is completed as scheduled and as budgeted. Identifies cost trends for management attention.

This position requires strong in-depth knowledge of project controls, high degree of technical skilled experience, and proven ability to develop and implement policies that support project controls objectives.

What You Need

Minimum Job Requirements:

  • Advanced experience in the Project Controls function and sub functions of cost and schedule.

  • Advanced experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, schedule control, and schedule analysis.

  • Advanced experience in cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost and variance analysis.

  • Experience in preparing project controls reports, plans, and detailed staffing utilization plans.

  • Knowledge of financial reporting systems and specific project code of accounts.

  • Possess knowledge and advanced experience using scheduling software tools such as Primavera P6.

  • Experience in using cost processors such as Cobra.

  • Possess knowledge and technical skills with integration of all project controls system components.

  • Experience with successful implementation and maintenance of an Earned Value Management System (EVMS).

  • Distinguished track record in following technical direction and goals, developing programs, implementing effective business practices and systems, analyzing budgets and finances, and interacting with customers and stakeholders.

  • Advanced knowledge of using personal computer operating systems and general computer applications and software, including several basic software applications such as Microsoft Word, Excel and PowerPoint.

  • Experience in effective decision-making and creative problem solving.

  • Excellent communication skills including interpersonal, verbal and written, demonstrating the ability to interact effectively with all levels of personnel.

  • Experience working in a large organizations, programs, or projects with significant fiscal and programmatic responsibilities.

  • Knowledge of engineering and/or construction management customarily acquired over time through specialized instruction or practical experience.

  • Experience mentoring or leading a team; providing personnel management support that includes training of technical and non-technical personnel and providing technical and operational direction to assigned personnel.

  • Demonstrated success and ability to work independently, organize, prioritize, and follow through to completion on multiple tasks under strict deadlines and changing priorities.

  • Demonstrated experience working on multiple projects with frequent interruptions, varying priorities and deadlines while maintaining excellent quality in daily work.

  • Demonstrated ability to build and grow effective internal and external organizational relationships.

Education Required: Position requires a Bachelor’s Degree and 6 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.

Desired Qualifications:

  • Q Clearance

  • Experience in working on projects or programs throughout all phases: Initiation, Planning, Execution, and Closeout.

  • Advanced experience of using the scheduling tool Primavera P6.

  • Experience of using the cost processor Deltek Cobra.

  • Knowledge of using the EVMS analysis and reporting tool Encore Analytics Empower.

  • Experience with successful implementation and maintenance of rigorous EVMS principles and techniques that complies with EIA-748 in U.S. Government facilities, programs, and/or projects.

  • Experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators.

  • Knowledge of Laboratory processes and procedures customarily acquired over time through specialized instruction or practical experience.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 2 years.

Located in beautiful northern New Mexico, Los Alamos National Laboratory (LANL) is a multidisciplinary research institution engaged in strategic science on behalf of national security. LANL enhances national security by ensuring the safety and reliability of the U.S. nuclear stockpile, developing technologies to reduce threats from weapons of mass destruction, and solving problems related to energy, environment, infrastructure, health, and global security concerns.

The Project Controls group reports to the Program Performance Services organization within the Capital Projects Associate Level Directorate of Los Alamos National Laboratory. The Project Controls Group (PPS-PC) has over 200 employees deployed across the Laboratory performing project controls functions for both capital projects and science programs.

The Project Controls group provides subject matter expertise which support standard Project Management operations along with application of the LANS-certified Earned Value Management System (EVMS) where appropriate for ensuring that control systems are maintained in compliance with that certification. Capital Projects focus is on delivering quality projects and programs, safely and in compliance within scope, schedule and budget for the lab.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
