What You Need


As a key member of the Laboratory's Human Resources (HR) leadership team, the Deputy Chief Human Resources Officer (DCHRO) for Operations helps advance the Laboratory's mission by ensuring operational excellence while leading large-scale business initiatives that support both short- and long-term strategic goals. The DCHRO provides leadership and direction for core HR operations, with primary responsibility for operations management, workforce data and analytics, and talent acquisition. This role ensures these functions operate effectively, leverage data to inform workforce strategies, and align with the Laboratory's evolving mission and organizational needs. The Human Resources organization as a whole comprises approximately 250 employees and has an annual budget of approximately $35 million. This position will have a minimum of 3 direct reports who then manage a collective 100+ employees.

Reporting to the Chief Human Resources Officer (CHRO), this position is responsible for all aspects of Human Resources management, including, but not limited to:

  • Serving as a strategic advisor to the CHRO and HR management team
  • Leading Laboratory-wide HR projects from planning through execution, coordinating across departments and partnering with the DCHRO for Workforce Engagement to deliver reliable, high-impact HR strategies and initiatives
  • Maximizing data-driven decision-making to ensure the efficiency and effectiveness of HR operations
  • Anticipating organizational needs and proactively identifying and resolving issues
  • Filtering and prioritizing incoming requests, ensuring that only the most critical issues require the CHRO's direct attention
  • Demonstrating advanced interpersonal and communication skills to effectively engage with senior managers, executives, peers, and customers, particularly in situations requiring influence, negotiation, or consensus-building around sensitive or complex issues
  • Building trust and momentum across teams while turning challenges into opportunities for growth
  • Developing emerging leaders and empowering them to grow, adapt, and lead confidently through change

What You Need


Minimum Job Requirements:

Specialized Knowledge
Expert level knowledge, consultative experience, and strategy building with HR theories, principles, practices, as related to talent acquisition, operational excellence and data analytics. Deep experience in strategic workforce planning; aligning recruitment goals with long-term company objectives. Including a strong HRIS (Human Resources Information Systems) background with a deep technical data fluency, HR process knowledge, and cross-functional communication skills that bridge the gap between human resources and IT. Experience in process optimization, improving broken or manual HR procedures and translating them into streamlined, automated system configurations. Background safeguarding data integrity, managing user permission roles, and maintaining strict compliance

Leadership and Management
Demonstrated experience leading a team of leaders and professionals in an extremely dynamic organization and developing their capacity to learn, grow and lead during change. Proven ability to develop and support strong customer partnerships. Proven ability to build trust in teams and inspire and support colleagues to overcome challenges and identify a strong sense of purpose in their work. Demonstrated experience leading and facilitating results-oriented and strategic HR activities and special projects. Proven ability to create and sustain a team environment that fosters learning and collaboration while prioritizing the highest-value work.

Strategic Collaboration and Facilitation
Advanced experience interacting with senior managers, executives, peers and other customers, fostering effective working relationships and communication strategy, including a demonstrated ability to consult, influence, or gain acceptance in sensitive and/or complex situations. Advanced experience and skill in session facilitation and presentations. Proven ability to apply complex and specialized knowledge to address organizational business needs and develop effective solutions.

Customer Focus
Ability to understand and anticipate customer needs. Proven ability to develop and implement programs that support customers. Advanced knowledge and consultative experience with a variety of customer organizations as well as knowledge of organizational structure, mission and goals, including the ability to effectively interact with senior-level management and executives.

Education/Experience: Position requires a Bachelor's degree from an accredited institution and 20 years related experience; or, an equivalent combination of education and experience directly related to the occupation.


Desired Qualifications:

  • An advanced degree directly related to the occupation
  • Experience interfacing with Laboratory management and a broad knowledge of all Laboratory operations and activities.
  • Advanced Certification in Human Resources
  • Knowledge of NNSA/DOE Human Resources Requirements

Work Environment:

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.


New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.


Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.


Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
