Emergency Management Program Specialist (Intermediate)

As an Emergency Planning and Preparedness Specialist, you will play a key role in helping ensure LANL maintains a high state of operational readiness and confidence in its emergency response capabilities. Reporting to the Integrated Preparedness Manager, within the Emergency Preparedness Group, you will help shape, implement, and continuously improve programs that fulfill DOE O 151.1, the Comprehensive Emergency Management System.

This role is ideal for professionals who combine analytical rigor with exceptional communication skills. You will contribute across multiple preparedness programs - including Planning, Readiness Assurance, Training, and Drills & Exercises. At this level, you will have the autonomy to propose innovative solutions, influence program direction, and lead efforts of increasing complexity and impact. Your curiosity, critical thinking, and commitment to excellence will directly strengthen LANL's emergency preparedness mission.

In this position, you will: transform regulatory requirements into clear programmatic frameworks, guidance documents, and actionable plans; analyze performance data and trends to identify improvement opportunities and drive corrective actions; design and sustain innovative training and evaluation processes that enhance readiness and resilience; facilitate change control discussions and stakeholder engagements that foster alignment, accountability, and measurable outcomes; present program insights and recommendations to diverse stakeholders with clarity; collaborate with subject matter experts to strengthen processes, improve products, and elevate program effectiveness.

What You Need




Minimum Job Requirements:
  • Development of clear, concise, and well-structured written products that translate regulatory requirements, technical concepts, and analytical findings into actionable written documentation for diverse audiences.
  • Demonstrated ability to verbally facilitate discussions by asking clarifying questions, synthesizing diverse perspectives and guiding discussions toward decisions and measurable outcomes to ensure productive dialogue and mutual understanding among stakeholders.
  • Demonstrated ability to interpret complex requirements, evaluate qualitative and quantitative data, and identify meaningful patterns, trends, and gaps to apply structured problem-solving approaches.
  • Demonstrated ability to lead structured, well-prepared change control discussions that ensure proposed modifications to plans and procedures are thoroughly evaluated, documented, and aligned with regulatory and institutional requirements.
  • Proven ability to build and sustain productive working relationships with stakeholders and subject matter experts - recognizing and adapting to differing priorities, perspectives, and communication styles. Demonstrated ability to engage appropriate stakeholders to ensure a shared understanding of objectives, requirements, constraints, and success criteria.

Education/Experience: This position requires a Bachelor's degree and a minimum of 5 years of related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Familiarity with DOE Order 151.1, Comprehensive Emergency Management System.
  • Familiarity with Los Alamos National Laboratory operations and structure.
  • Working knowledge of National Incident Management System (NIMS) and Incident Command System (ICS) principles, concepts, and terminology.
  • Experience working in an Emergency Operations Center (EOC) environment.


Work Environment:

Work Location: The work location for this position is on-site and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment:Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Note to Applicants: The selected candidate must be willing to serve in a periodic on-call capacity for a position within the Emergency Operations Center (EOC) where recall would be required within 2-hours.

Additional Details


Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
