ES-DO Deputy Division Lead (Nuclear Facilities Engineering Manager 5)

What You Will Do

At Los Alamos National Laboratory (LANL), engineering excellence drives solutions to some of our nation's most complex challenges. Engineering Services (ES) is seeking an experienced leader who can provide senior engineering management oversight to ensure our Division is providing efficient and effective support to organizations across the Laboratory. As the Deputy Division Lead (DDL) for ES, you will be responsible for implementing strategic initiatives that improve the overall function of the Division. You will be expected to manage deployed facility system engineering groups throughout the laboratory, and the continued implementation of the Conduct of Engineering (CoE) Program as part of an institutional Safety Management Program (SMP). The elements of the CoE program include the development and management of engineering processes, procedures, standards, training, and qualification requirements that are applicable across the Laboratory. In this role you will have the responsibility of deploying staff in accordance with customer requirements and within budget constraints, perform recruiting and hiring activities to implement staffing needs, apply broad, cross-discipline knowledge in the resolution of complex technical issues, and facilitate consensus among various stakeholders.

This position will be filled at the Nuclear Facilities Engineering Manager 5 level ($180,200 - $322,600).

The roles and responsibilities of this position include (but are not limited to):

Conduct of Engineering (CoE) Program Management
  • Maintain and implement the Conduct of Engineering (CoE) program as appropriate to facility operation and engineering
  • Monitor and evaluate facility operational performance against the standards and requirements of the CoE program
Engineering Capability and Integration
  • Developing and maintain the engineering skill set required to execute the Division's mission
  • Integrate engineering capabilities with other facility support organizations (operations, maintenance, safety basis, quality assurance, procurement, project management)
  • Provide engineering resources in support of facility and infrastructure management, as well as project execution
Customer Engagement and Communication
  • Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives
  • Develop specific short-term and long-range plans, and monitor progress to ensure long-term objectives are attained and customer requirements are met
  • Ensure daily open communication with workers (including subcontractors) to promote an environment where issues can be raised
Design Authority and Oversight
  • Provide oversight in fulfilling Triad National Security, LLC's responsibilities as the Design Authority organization
  • Serve as a Design Authority for Facilities and Site Chief Engineer as delegated by the ES Division Leader
Fiscal and Resource Management
  • Responsible for the fiscal and resource management of the Division
  • Accountable for the Division's safety, security, and environmental performance
Directorate Participation
  • As a member of the ALDFO management team, participate fully in directorate initiatives

What You Need

Minimum Job Requirements:


Technical Expertise and Engineering Formality
  • High-level technical experience in system engineering for nuclear or industrial facility operations, including extensive experience in the identification of nuclear and high-hazard facility system life-cycle degradation and management
  • Extensive knowledge/experience with the concept of engineering formality, applications of engineering methods, and technology-aided engineering tools for conventional and non-conventional engineering problems
  • Expert knowledge of engineering work planning and control methods, engineering maintenance techniques, construction methodologies, and performance-based indicators
Engineering Standards and Inspections
  • High-level experience developing and maintaining Engineering Standards for the design, construction, commissioning, and maintenance of facilities and SSCs
  • Experience with the performance of IBC Section 110 and Chapter 17 special inspections, Owner's inspections associated with IBC and other codes/standards (e.g., ASME), and review of associated reports for adequacy
Advisory and Guidance Development
  • Demonstrated experience serving as a key advisor to deployed engineers, developing and implementing guidance for all activities linked to the maintenance and reporting of VSSs
Leadership and Communication
  • Demonstrated success in effectively interfacing with all levels of management, staff, and customers
  • Strong interpersonal skills in both verbal and written communications
  • Expertise in negotiations and resolving conflicts
Management and Professional Development
  • Demonstrated management experience in the professional development of a multi-discipline group of engineers
Financial Management

  • Working knowledge of group financial management and business plan development


Education/Experience

  • Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A professional license (PE) in an engineering discipline from a recognized licensing board is preferred.
This position may be subject to DOE Order 426.2 Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the position can successfully perform the requirements of the job.

Desired Qualifications:

  • Expert knowledge of industry, regulatory and DOE/NNSA complex codes, standards, and criteria pertinent to Conduct of Engineering, Configuration Management and Systems Engineering such as DOE O 420.1C, DOE STD-1073, NQA-1 and nuclear facility safety basis implementation
  • Experience in leading nuclear facility engineering activities, including design and project engineering services preferably within DOE nuclear facilities
  • Knowledge of LANL activities and nuclear operations including project execution and management, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance
  • Demonstrated experience managing a matrix-type organization, providing deployed services to customer organizations
  • Knowledge of LANL Engineering Standards Manual; LANL Conduct of Engineering procedures; and DOE Orders and Standards related to nuclear facility design, construction, and project management. Demonstrated experience with improving engineering processes and realigning the culture of a large organization to provide better support its customers


Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

DOE 426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
