The Production Liaison Group (W-8) is looking to fill a senior level Program Manager (PM) position. W-8 is the Design Agency representative to the Nuclear Security Enterprise (NSE) production plants to ensure that weapon production activities at the production agencies meet design requirements and intent. The group member liaisons are responsible for the daily interactions with the Production Agencies: Detonator and Pit production at LANL, Kansas City National Security Campus, Pantex Plant, and Y-12 National Security Complex - surrounding the design, manufacture, and certification of the products. In addition, the group includes ALDW records stewardship via document configuration management (DCM), and formal communications via engineering authorizations (EA).
The PM will be responsible for documenting, tracking, and ensuring all program deliverables are completed on schedule and in alignment with internal and external stakeholders. The PM will lead W-8's financial portfolio including work packages, allocations, multi-site tax structures, Price Estimating Module (PEM) frameworks, and internal budget summits. The PM will be responsible for standing up new capabilities: integrated schedule with E, Q, W, and V (supporting execution and deliverables associated with the ALDW's organizational structure) and strategic initiatives (supporting Lean Six Sigma Charters, DACUM, and standardized best-practices).
The PM will also lead the following reporting activities: DOE/NNSA Taskers assigned to W-8, Level II milestone updates assigned to W-8, weekly highlights to W-DO/ALDW/DDW, metrics to ALDW, monthly strategic planning updates, quarterly Project Execution and Management Plan, Defense Program Business Process System/quality reviews, W-DO quarterly News Brief, ALDW Communications Board, sub-allocated studies, and ad hoc operational reporting efforts requested by the W-8 group management team. The PM will also present at the Production Year-In-Review and attend meetings at the request of the W-8 group management team.
What You Need
Minimum Job Requirements:
Program Management: Advanced level knowledge of and experience in program management of technical and/or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstrated ability to establish priorities and make sound, effective decisions. Proven track record in developing and executing strategic vision to drive organizational success.
Project Control & Scheduling: Ability to manage cost and schedule commitments for projects or programs. Advanced level knowledge and demonstrated ability in applying project controls principles, including cost and performance reporting, variance analysis and use of cost and schedule tools.
Communication & Teamwork: Proven ability to foster teamwork and build consensus across organizational boundaries, including collaboration with LANL and the NSE. Strong interpersonal and communication skills demonstrated through effective briefings, presentations, and written materials. Skilled in leading cross-functional teams to deliver complex solutions on time and within budget, while managing multiple projects. Strong problem-solving abilities, customer-focused approach, and professional, empathetic communication style are essential.
Leadership: Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.
Technical Experience: For this role you will need working level knowledge in nuclear weapons. You must also possess a strong technical background in LANL financial systems and the ability to create reports to inform financial risk and financial status of all programs. Additionally, you must have expert knowledge and demonstrated ability in applying project control principles, including cost and performance reporting, variance analysis, and use of cost and schedule tools.
Collaboration: Experience in interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Experience in developing and nurturing effective customer relationships.
Education/Experience: Position requires a bachelor's degree from an accredited institution and 12 years of directly related technical and project management experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Knowledge of LANL financial policies and principles including forecasting and resource loading.
- Demonstrated experience with a variety of written correspondence, reports, procedures, directives, DOE/NNSA taskers, and DPBPS requirements.
- Experience with P6, Microsoft Project, and Microsoft Visio.
- Knowledge of the engineering authorization system, and document configuration management systems (i.e., PDMLink or like software).
- Experience with conflict resolution.
- Derivative Classifier (DC) experience.
- Active DOE Q-Clearance and Sigma 15 authorization.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law.
