The Line Item Project-Early Installs (LIP-EI) organization provides critical equipment and infrastructure necessary to support the enduring pit production mission at Los Alamos National Laboratory (LANL). The organization is responsible for the design, procurement, installation and turnover of gloveboxes and equipment that contribute to the broader LANL effort to establish a sustainable capability to produce 30 pits per year (ppy). We are seeking a dynamic, highly organized leader to manage multiple concurrent work fronts while providing strategic direction and oversight to Project Managers, Construction Managers and Construction Superintendents in support of the ALDPI/ALDWP mission. The ideal candidate will excel in a complex, fast-paced environment and demonstrate strong leadership, coordination, and execution skills to drive successful project outcomes.
As a Manager of Projects for 30B, you will be responsible for managing and reporting against multi-year project management plans in accordance with LANL's Earned Value Management System (EVMS). The selected candidate will work closely with project management, project controls, and the broader Integrated Project Team (IPT) to plan, negotiate, integrate, monitor, report, and execute projects from initiation through completion within approved scope, schedule, and budget baselines. You will ensure work is performed safely and in full compliance with LANL policies and procedures, providing oversight to verify that Integrated Work Documents (IWDs) are followed and pausing work when necessary to address safety or compliance concerns.
You will coordinate construction shift execution by resolving resource conflicts, prioritizing activities, and deconflicting teams working in shared rooms or areas to maintain steady progress. You will also reinforce LANL's conduct of operations policies and programs while mentoring and coaching team members. In coordination with project managers, you will define the scope of work for each shift, communicate progress and potential obstacles, and recommend solutions to shift management and senior ALDPI leadership. Additionally, you will support business development activities by presenting organizational capabilities, contributing to customer engagements, and helping identify and pursue opportunities for future work.
Manager of Projects (MOP) 5 will provide the capabilities and relevant Laboratory elements to successfully deliver excellence in safe execution of construction projects and assure performance against relevant prime contract elements. Specifically, you are expected to be the lead project manager, assist in all planning and execution activities, and serve as line manager for all deployed Project Managers and other functions in support of executing all phases of Capital Projects. This position will report administratively to the Project-Program Director.
You will be responsible for: Integrated Safety Management (ISM) line management, leading continuous improvement for project management, responsible for all aspects of personnel management, including but not limited to: recruiting, employee hiring and on-boarding processes managing headcount, forecasting and budget(s) associated with group, directing assignments, training, providing continuous performance management including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation. Interface with the Senior Director as well as the functional managers to define the scope of the portfolios and develop strategies and plans to address project needs. This includes developing resource needs, logistics, and assistance to management on matters dealing with Laboratory policies and procedures to ensure compliance, implements project management policies, plans, and programs for the orderly execution of project including monitoring the execution of deliverables.

Minimum Job Requirements:
Technical Leadership
Advanced leadership and management (organize, direct, control) of a technically oriented project management team in the execution of all levels of projects, including supervision and development of employees. Advanced experience managing construction projects including proactively managing project scope, schedule and budget including use of Earned Value Management Systems (EVMS). Demonstrated successful experience identifying potential project risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of a project.
Technical Excellence
Advanced knowledge and demonstrated experience managing nuclear facility and or programmatic project work. Project experience with DOE O 413.3B projects or equivalent system of requirements. Expert knowledge and expertise in the areas of construction, engineering, procurement and other project-related activities, including their interfaces and inter-dependencies. Strong understanding of financial analysis and planning concepts. Management experience in all project management functions-including formal EVMS. Advanced knowledge of and demonstrated experience in project management of technical or operational work including developing project execution plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions. Advanced broad knowledge of industry standards.

Demonstrated ability to establish and maintain strong and effective customer relations. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork, and to facilitate employee self-development. Demonstrated successful experience interfacing with program, project, and line management to develop clear and executable action plans to address issues or needs.

Proven leadership and management in the following areas: personnel management, customer engagement, financial and schedule management.

Excellent interpersonal, oral and written communication skills that includes reporting on project status to senior level management, project stakeholders, as well as regulatory inquiries.
Compliance and Security
Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security environment.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation (if no Bachelor's Degree then a minimum of 20 years of related experience).
Desired Qualifications:
LANL Operations
Familiarity in nuclear facility operations or other highly complex, hazardous operations, particularly as it pertains to the Los Alamos National Laboratory Mission.
Stakeholder Relations
Experience working with federal customers, or representatives, at headquarters or field office level in a strategic manner to maximize satisfaction. Experience working on integrated project teams in construction.

Active DOE Q clearance desired
Ability to obtain DOE Q Clearance
Essential Job Functions (can perform with or without reasonable accommodation): Frequent job site walk downs, bending, kneeling, crouching, lifting, ladders, stairs while overseeing construction activities.
Work Schedule: This position may require 24/7 coverage, which could involve working a shift/weekend schedule. Employees may be eligible for shift differential pay when assigned by their manager. Shift/weekend assignment are at the discretion of the manager.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
