Manager of Projects (Manager of Projects 3)

What You Will Do

The Associate Laboratory Directorate, Plutonium Infrastructure (ALDPI), at Los Alamos National Laboratory (LANL) manages the execution of major capital projects related to infrastructure required to meet plutonium pit production deliverables. This is an opportunity for an exceptional project professional to work directly with senior leadership to ensure execution of the new Plutonium Infrastructure Directorate capital construction project portfolio.

As a Manager of Projects 3 (MOP3), you will provide the capabilities and relevant Laboratory elements to successfully deliver excellence in safe execution of construction projects responsible for delivering new capabilities to our Nation's national defense while assuring performance against relevant prime contract elements. Specifically, you are expected to support the ALDPI equipment installations and decontamination and demolition (D&D) projects in the safe, compliant, and effective planning, execution activities, while providing oversight for all ALDPI Equipment Execution (EQUIP-EXE) activities conducted inside the TA55 Plutonium Facility 4 (PF-4).

You will assist with Integrated Safety Management (ISM) and support all aspects of personnel management, including but not limited to, recruiting, employee hiring and on-boarding processes, managing headcount, directing assignments, training, providing continuous performance management including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation. Work with ALDPI Project Delivery (PROJ-DEL) colleagues to define scope of projects and develop strategies and plans to successfully implement through optimized resource utilization. This includes developing resource needs, logistics, and assistance to management on matters dealing with Laboratory policies and procedures to ensure compliance, implements project management policies, plans, and programs for effective execution of projects.


What You Need

Minimum Job Requirements:

Technical Leadership
Proven ability to successfully lead and manage (organize, direct, control) a technically oriented project construction management team in the execution of moderate to complex projects, including supervision and development of employees, design package management, while detailing impacts through robust reporting or shift turnovers. Strong experience managing construction projects including proactively managing changes in project scope, identifying project risks, and developing successful project execution plans that account for quality.

Management
Demonstrated ability to provide strong leadership, mentorship, prioritization, and management of assigned employees in a collaborative and participative environment to build strong teams. Demonstrated experience and skill developing and implementing organizational strategies and objectives.

Collaboration and Coalition Building
Strong experience in developing and nurturing effective internal and external customer relationships. Provide project leadership on issues that require cross-organizational solutions. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork, and to facilitate employee self-development.

Personal Leadership
Proven leadership and management in the following areas: personnel management, customer engagement, financial and schedule management.

Communication
Proven ability to communicate with diverse audiences through strong interpersonal, oral and written communication skills that includes reporting on project status to senior level management, project stakeholders, as well as regulatory inquiries.

Compliance and Security
Demonstrated and advanced experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a highly sensitive national security environment.

Education/Experience
Position requires a bachelor's degree from an accredited institution and 5 years related experience; or an equivalent combination of education and experience directly related to the occupation.

Training/Certifications:
Project Management Institute Project Management Professional (PMP)® certification or equivalent desired.

Clearance
Active DOE Q clearance desired

Work Schedule:
This position may require 24/7 coverage, which could involve working a shift/weekend schedule. Employees may be eligible for shift differential pay when assigned by their manager. Shift/weekend assignments are at the discretion of the manager.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
