This position will be filled at either the Ombuds Specialist 3/4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
The Ombuds Office is seeking a conflict management professional with demonstrated skills, training, and experience in the dispute resolution field.
Ombuds Specialist 3 ($87,800 - $143,000)
The selected candidate will perform the following job duties:
- Provide confidential, informal, neutral, and independent assistance in resolving Laboratory-related concerns.
- Listen to concerns, ask insightful questions, and brainstorm a variety of potential actions.
- Apply in-depth knowledge of Laboratory functional areas, business strategies, policies, and goals.
- Manage multiple assignments with a demonstrated ability to be responsive, hold confidences, remain neutral, and accept feedback.
Ombuds Specialist 4 ($96,600 - $158,000)
In addition to what was outlined for the Ombuds Specialist 3, the Ombuds Specialist 4 will perform the following job duties:
- Demonstrate broad expertise and unique conflict management knowledge.
- Use advanced skills to clarify the visitor's objectives and core principles to achieve their goals in creative and effective ways.
- Develop advanced conflict management concepts, techniques, and standards based on professional research, principles, and theories.
- Viewed as an expert in the field within the Laboratory.
- Handle significant, unique, and complex issues and provide solutions that are highly creative.
What You Need
Minimum Job Requirements:
Technical Knowledge
Essential competencies are diplomacy, problem solving, and superior interpersonal skills.
You will research the best Ombuds practices from across the country and develop and apply concepts, techniques, and standards based on conflict resolution principles and theories.
Communication
You will need to have outstanding communication skills for this role. This includes the ability to listen, de-escalate emotions, listen for and detect underlying concerns, remain neutral, and help develop a path forward. You will be expected to design and deliver trainings and conduct group facilitations.
Collaboration
Teamwork is essential to the success of our group. As such, you must have the demonstrated ability to work effectively in a group environment.
Education/Experience at Ombuds Specialist 3: This position requires a bachelor's degree and 8 years of high-level experience in and unique knowledge of conflict resolution, counseling, crisis response, or other closely relevant professions; or an equivalent combination of education and experience.
Additional Job Requirements for the Ombuds Specialist 4 position
Organization & Self Direction
You must have the proven ability to accomplish work independently, efficiently, and effectively without considerable direction. You will work under consultative direction of the Ombuds Manager toward predetermined long-range targets. Assignments are often self-initiated.
Exceptional Interpersonal Skills
You will be expected to foster highly effective relationships. Your contacts will include, but not be limited to, employees; managers; subcontractors; federal, state and local agency representatives; business owners; technology transfer partners; and ombuds and mediation professionals from across the U.S. and internationally.
Mentoring
You will have experience successfully mentoring and providing constructive feedback to staff, demonstrating an enthusiasm to share skills and knowledge and invest in the professional development of others.
Knowledge of the Field
Certifications in arbitration, mediation, facilitation, and/or coaching, are desirable. You must be proficient in the International Ombuds Association Standards of Conduct and Code of Ethics. You should have experience authoring articles and/or doing presentations to national and international groups on Ombuds-related topics.
Education/Experience at Ombuds Specialist 4 level : This position requires a Bachelor's Degree and 12 years of high-level experience and knowledge of conflict resolution, counseling, crisis response, or other closely relevant professions; or, an equivalent combination of education and experience.
Desired Qualifications:

- Candidates should demonstrate knowledge of the Laboratory's organizational structure and governing and implementing policies, procedures, and instruction.
- At this level, post graduate course work or professional certification is desirable. Membership in the International Ombudsman Association preferred.
Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Incentive Compensation: Ombuds Specialist 4 position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
