Process Maintenance & Decontamination Services (PMDS) provides a comprehensive and integrated maintenance program supporting plutonium process equipment for DOE Nuclear facilities. GB and programmatic process equipment maintenance activities are performed by PMDS as directed by the owning/operating groups in compliance with Conduct of Engineering (CoE), Conduct of Operations (CoO), and Conduct of Maintenance (CoM) policies.
The Manufacturing Manager 3, First Line Manager (FLM), will lead the electrical process equipment support team and report to the PMDS Group Leader. The FLM will have the responsibility, authority and accountability to execute electrical work that supports programmatic milestones and deliverables and consistently deliver high-quality services to our complex wide customers and remain on the forefront of emerging programmatic practices. Responsibilities include: planning, organizing, and defining strategic objectives; establishing scope, schedule, and budget through work package development; resource and performance management; ensuring worker qualification and authorization; ensuring that administrative and operating procedures are current, understood, and adhered to before releasing work; working with facility operations staff to execute work safely, securely, and accurately, and in compliance with nuclear facility requirements; recognition as the safety responsible manager over people, equipment and processes; cross-organizational interaction with external regulatory or oversight agencies and integration of work; ongoing communications with line management reporting on work status, deliverables and commitments; directs and oversees work performed by employees including "on the floor" and Fissionable Material Handler (FMH) supervision; effective time management skills and the ability to deal effectively with changing priorities and conflicting demands; effective teamwork in accomplishing objectives, including mentoring and motivating peers and challenge others to develop as leaders while serving as a role model; providing financial stewardship over budget, procurement, time and labor, travel, and property. - Responsible for scheduling and executing work activities in support of ALDWP missions.
- Responsible for monthly reporting of team progress and goals as well as maintenance per Conduct of Maintenance requirements.
- Responsible for developing and assisting training personnel in the development of a qualified electrical training program in conjunction with institutional polices and directives. Determines work priorities and develops plans for the tactical execution of work. Assigns responsibilities; delegates to and empowers others; removes obstacles; allows for and contributes needed resources; coordinates work efforts when necessary; and monitors progress.
- Ensures that workers understand the security environment they work in, are aware of and adhere to all Laboratory security policy and procedures, and implements cyber security initiatives to mitigate threat.
- Responsible for new scope walkdowns to ensuring the work is planned against the P-315 and P-300 protocols.
- Ensures that staff work in a safe, secure, and compliant manner. Responsible for ISSM to include job hazard identification, analysis, mitigation and documentation. Responsible for providing a work environment that promotes continuous improvement and learning. Ensures worker qualification, certification and authorization and provides day-to-day work place supervision.

What You Need
Minimum Job Requirements:
- Successful record of technical leadership and management including technical decision-making, planning, and goal setting.
- Thorough knowledge, experience and proven ability in: supervising, employee performance management, administering discipline, negotiations, conflict resolution, mentoring, team building and employee motivation, and personnel development.
- Successful experience in developing work scope, schedules, budgets, and coordinating work activities (requiring support from multiple organizations) to include management of technical resources within budget and schedule.
- Thorough knowledge and experience performing and managing work in a manufacturing environment.
- Thorough knowledge and experience with nuclear high hazard facility operating requirements, safety authorization basis and/or Conduct of Operations planning and execution
- Experience with MC&A requirements.
- Demonstrated experience executing work in compliance with nuclear facility requirements and the authorization basis as specified under 10 CFR 830 Nuclear Safety Management and 10 CFR 835 Occupational Radiation Protection.
- Ability to obtain a DOE Q clearance.
Education/Experience: Position requires a Bachelor's Degree in a related field from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
DOE 426.2: Requires a bachelor of science degree in engineering or related science, and 4 years nuclear experience. Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfill 3 of the 4 years of nuclear experience on a one-for-one time basis.
Desired Qualifications:
- Active DOE Q clearance.
- Experience ensuring safe, compliant, and efficient execution of maintenance, installation, and D&D activities in PF-4.
- Experience in electrical systems and components
- Experience in I&C design and controls methods
- Experience in project and program management, including planning, organizing, and resource management.
- Experience with defining work unit objectives and tasks in alignment with organizational objectives, and tracking and reporting on progress.
- Experience working as a member of a multidisciplinary team of technicians, engineers, generators and professional staff.
- Experience executing work in compliance with facility requirements.
- Knowledgeable of Integrated Work Management (IWM) and integrated safety and security management (ISSM) procedures.
- Knowledge of Classified Matter Protection and Control, Cyber Security, HRP Certification and Security Clearance responsibilities.
- Ability to obtain FMH certification
- Advanced knowledge of work management principles to include planning, executing, and closeout of maintenance activities.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
