The Production Assurance Division's (PA-DO) Nuclear Enterprise Assurance (NEA) program works to establish core capabilities and advise the integration of NEA into business practices to ensure the prevention, detection, and mitigation of potential adversarial subversion of the nuclear weapons supply chain.
Project/Program Specialist 2 ($87,800-$143,000)
As the Project/Program Specialist 2 for Production Assurance NEA, you will aid in effective business coordination with programmatic and line operations. You will work under the direction of the NEA Project Leadership and report to the NEA Project-Program director. Duties include, but are not limited to:
- Provides specialized assistance with limited authority under direction of NEA Project Leadership in planning, organizing and controlling resources/processes to achieve moderately complex project/program objectives within scope, time, quality, and budget constraints
- Applies knowledge and experience in establishing operational plans for job area, developing and implementing new project management business practices, ensuring process parameters are maintained, assistance in developing work packages to meet specific programmatic needs, supporting cost estimating, cost analysis, and cost control activities as well as supporting schedule development, maintenance, reporting, and monitoring activities, as directed for moderately complex project or programs.
- Negotiates with project, program or line managers to identify procurement and contracting needs and work with project leaders and program managers to marshal resources to complete project deliverables within the scope, schedules, or budgets defined in project or program work packages.
- Under limited direction, monitors performance by analyzing, modeling or reporting on the assigned aspects of project or program scope.
- Under limited direction, serve as the primary spokesperson to report status and issues to the project, program or line manager.
- Identifies potential risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for the assigned aspects of the project or program(s).
- Supports general project execution via activities such as managing procurement needs, developing requirements documentation, and proof-reading materials.
What You Need
Minimum Requirements
Project Management: Working knowledge of and experience in project and program management work.
Organization: Experienced ability to successfully plan, organize, and report status and issues.
Communication: Experienced ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Experience in developing and nurturing effective internal customer relationships.
Technical Knowledge: Working knowledge of regulatory and Laboratory requirements related to Production Assurance and NEA.
Security: Shall be able to obtain a Q Clearance, which typically requires US Citizenship.
Education: Position requires a Bachelor's Degree in a related field from an accredited institution and 5 years related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications
Experience: Knowledge of and/or experience working in a high-hazard nuclear or explosive facility.
Education: Certified Associate in Project Management (CAPM) certification.
Program requirements: Working knowledge of Defense Programs Business Process System requirements, including the product realization process.
Program requirements: Knowledge of NNSA supplemental directive SD 452.4-1.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
