What You Will Do

The Engineering Technology and Design Division (E) is seeking a Staff Operations Manager (SOM). Reporting to the E Division Leader, the SOM will serve as a key member of the Division Leadership Team, a strategic partner to Division management, and the line manager for the Division's administrative team. The SOM will advance business and operational excellence while playing an integral role in formulating, communicating, and executing E Division strategy in support of its technical mission.

The SOM will provide direct line management and leadership for the administrative team, including assigning and prioritizing work, establishing expectations, ensuring appropriate staffing and coverage, and holding staff accountable for results. Responsibilities include performance and salary management, professional development, coaching, and recognition. In partnership with E Division managers, the SOM will align administrative support with mission needs, promote consistent service across the Division, and build a collaborative team with the skills and capacity to meet evolving demands.

Working closely with the Division Leader and Division Leadership Team, the SOM will assess operational and organizational needs, and help shape strategic priorities. The SOM will coordinate implementation across the Division, clarify responsibilities and milestones, track progress, and help resolve barriers to execution. The SOM will coordinate responses to local and institutional action items, prepare correspondence and other work products on behalf of Division management, and ensure timely follow-through on commitments.

The SOM will exercise independent judgment to resolve issues within delegated authority, coordinate with the Directorate, and represent the Division on institutional committees, working groups, and assessment teams. The SOM will maintain current knowledge of policies, procedures, practices, and critical issues affecting Division activities and may coordinate facility, safety, security, and environmental activities on the Division's behalf.

Working closely with the HR generalist and E Division line managers, the SOM will ensure that hiring packages and personnel actions are complete, accurate, and submitted on time. The SOM will help align administrative staffing and resources with Division priorities and support coordinated workforce planning and personnel processes.

As a member of the ALDW SOM team, the SOM will collaborate with peer SOMs across the Directorate to advance shared objectives, exchange effective practices, and address common operational challenges. The SOM will also lead or support special projects and perform additional duties as assigned by the Division Leader.

Demonstrated success in effective decision-making and creative problem-solving, including researching, evaluating, and recommending alternative solutions to complex issues. Expert knowledge and proven experience in developing, implementing, and managing innovative approaches and process improvements that enhance operational effectiveness and efficiency.

Effective Communication:

Demonstrated ability to interact effectively and build productive working relationships with internal and external personnel at all organizational levels. Excellent oral and written communication skills, with demonstrated expertise in preparing reports and matrices, developing and implementing processes and procedures, and drafting correspondence for executive-level managers.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Work Schedule: This is a full-time onsite position with the option to work a 5/40, 9/80, or 4.5/40 work week schedule.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
