What You Will Do
This position will be filled at either the Subcontractor 1 or 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Plutonium Infrastructure Engineering (PIE) is a Division at Los Alamos National Laboratory (LANL) that will develop, maintain, and apply a diverse set of nuclear facility engineering capabilities to provide innovative solutions to enable the Laboratory's scientific and national security mission.

We are seeking a Subcontract Technical Representative (STR) Level 1 or Level 2 to support the Laboratory mission and specifically Procurement Engineering.

The Subcontract Technical Representative (STR) 1/2, is responsible for the management of fabrication, design, construction, maintenance, or site services subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL). Implements construction, maintenance, or site services subcontract management in accordance with established Acquisition Services Management Division and Construction Management Division or Maintenance and Site Services division policies and procedures. Provides support to more experienced sub-contract technical representatives in the management of subcontracts for the Laboratory.

The STR is the point of contact for all of the technical aspects of the subcontract for moderate or high-hazard work and is responsible for Technical Oversight of a subcontractor's performance under a subcontract. The STR'S technical oversight includes oversight of the subcontractor's performance in relation to the safety, security, and quality requirements set forth in the subcontract. The STR is not authorized to make any commitments on behalf of LANL or changes to the terms and conditions of a subcontract. STR actions ensure subcontractor adherence to the subcontract, assist in preventing subcontractor failure, reduce project related misdirection, prevent multiple lines of communication, provide appropriate guidance to preclude subcontractor rework and reduce compliance risk. They are the primary point of contact for contractor's project manager. They are to develop working relationship with the project manager and team to support successful execution of the contract.

Subcontract Technical Representative 1 ($78,700 - $125,100)

  • Function as an Administrative Subcontract Technical Representative or a Subcontract Technical Representative on Design Engineering Services Subcontracts and Design-Build Services Subcontracts; review, manage and approve Subcontractor bids, submittals, staffing estimates and schedules and provide design contract oversight and operational technical support.
  • Assists in the design and constructability review processes and the interpretation of new and existing designs, design and installation drawings, design and procurement specifications, applicable codes, and standards in order to develop and issue procurement packages.
  • Serve as a Procurement Representative on Integrated Project Teams for multiple Capital Projects.
  • Ensure work performed is within facility system design and safety envelope requirements by reviewing proposed system/facility designs for maintainability, operability, and conformance to facility operational and safety requirements and integration with equipment designs, as well as, perform work and work to ensure compliance with the Conduct of Engineering Program and Quality Assurance Requirements for Nuclear Facility Applications.
  • Developing and issuing procurement packages that include Statements of Work, Subcontractor Submittal requirements, Technical and Quality Assurance requirements, acceptance testing and receipt inspection requirements, Security related requirements and Environmental, Safety and Health requirements. Developing, reviewing, and issuing Commercial Grade Dedication packages in accordance with the Commercial Grade Dedication Program.
  • Validate that all items, materials, and services procured conform in all aspects to the approved design and comply with the institutional procurement policies and procedures.
Subcontract Technical Representative 2 ($94,500 - $154,600)
In addition to what was outlined at the lower level, at this level

  • Act as a Procurement Engineering subject matter expert to personnel in the following organizations: Design Engineering, Quality Assurance, Project Engineering, Field Engineering, Construction Groups, Project Management and Engineering Services Management.
  • Developing, review and issue Commercial Grade Dedication packages in accordance with the Commercial Grade Dedication Program.
  • Evaluate potential Suppliers and recommends those Suppliers that are most qualified based on the Management Level (Quality Level), technical and performance requirements of the item or services to be procured.
  • Prioritize and manage multiple tasks requiring varying and/or scarcity of resources, as well as project schedule demands and Management direction.

What You Need

Minimum Job Requirements:
  • Relevant work experience in construction (or similar discipline) as a foreman, field engineer, contract administrator, procurement technician, or craft.
  • Relevant work experience and knowledge of engineering/construction industry contracting practices, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices.
  • Entry level experience in the formation and administration of subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.
  • Basic knowledge of multi-tiered organizational structures, such as the Laboratory's organizational structure or private sector organizational structure, engaged in the execution of construction and/or similar projects.
  • Basic knowledge of general subcontracting procedures
  • Basic knowledge and experience in the execution of safe, secure, and quality construction tasks, within a minimum of one discipline and/or trade.
  • Demonstrated ability to set, achieve and execute performance goals as a team member or as a self-directed worker.
  • Basic knowledge of government regulations affecting maintenance and site services subcontract management or equivalent knowledge related to private sector subcontracts.
  • Experience in the preparation and presentation of oral and written reports.
  • Ability to obtain a Q clearance (which usually requires U.S. citizenship)
  • Ability to obtain HRP

Additional Job Requirements for Subcontractor Technical Representative Level 2:
In addition to the requirements outlined above, qualification at the higher level requires:

  • Relevant work experience on multi-disciplined construction (or similar discipline) projects as a superintendent, assistant project manager, project engineer, field engineer, procurement technician and/or foreman.
  • Experience in the formation and administration of subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.
  • Thorough knowledge of multi-tiered organizational structures, such as the Laboratory's organizational structure or private sector organizational structures, engaged in the execution of construction and/or similar projects.
  • Thorough knowledge of government regulations affecting maintenance and site services subcontract management or equivalent knowledge related to private sector subcontracts.
  • Thorough knowledge of general subcontracting procedures.
  • Experience in leading the preparation and presentation of oral and written reports
  • Demonstrated ability to set, achieve, and execute performance goals as a self-directed employee and leader of a team (minimum five personnel).

Education/Experience at lower level: Position requires a Bachelor's Degree in an Engineering, Construction, or Contracts Law discipline from an accredited institution and 2 years related experience; or, an equivalent combination of education and experience directly related to the occupation to include specialized courses in contract management.

Education/Experience at higher level: Position requires a Bachelor's Degree in an Engineering, Construction, or Contracts Law discipline from an accredited institution and 5 years directly related experience in engineering/construction contracting practices, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or, an equivalent combination of education and experience directly related to the occupation. to include specialized courses in contract management.

Desired Qualifications
:

  • Familiar with the structure and work being done on the Line Item Projects within ALDPI.
  • Thorough knowledge of subcontract policies and procedures inside LANL.
  • Relevant work experience and knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and LANL policies, procedures, and work practices.
  • Active Q Clearance
  • Active HRP Certification

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law.
