Subcontract Technical Representative 3 ($106,400.00 - $176,000.00)
The Subcontract Technical Representative (STR) 3 is responsible for managing construction, maintenance, or site services subcontracts from pre-award through closeout in support of Los Alamos National Laboratory (LANL) projects. The STR 3 provides technical oversight of subcontractor performance to ensure compliance with safety, security, quality, cost, and schedule requirements. Serving as the primary technical point of contact between the subcontractor and the Laboratory, the STR 3 coordinates with project managers, construction managers, acquisition personnel, and subject matter experts to support successful execution of moderate- to high-complexity subcontracts. This role requires sound judgment in subcontract administration, effective communication skills, and the ability to lead and mentor junior STR personnel while supporting integrated project teams.
Subcontract Technical Representative 4 $117,200.00 - $195,400.00
The Subcontract Technical Representative (STR) 4 serves as the senior technical authority for complex construction, maintenance, or site services subcontracts, including moderate- to high-hazard work. This position is responsible for full lifecycle subcontract management and advanced technical oversight to ensure subcontractor performance meets all safety, security, quality, cost, and schedule requirements. The STR 4 operates with a high degree of autonomy, manages multiple concurrent subcontracts, and provides leadership across integrated project teams. This role frequently involves strategic subcontract planning, complex change management, coordination across multiple disciplines, and mentoring of STR 1-3 personnel. The STR 4 may also serve in representing project performance matters to senior management or federal sponsors.
What You Need
Minimum Job Requirements:
- Relevant experience supporting or managing construction, maintenance, or site services subcontracts in a multi-disciplined environment as a Construction Manager, Superintendent, Project Manager, Project Engineer, Procurement Technician, or similar field role.
- Proficiency in subcontract formation and administration including bidder prequalification, solicitation development, bid evaluation, award, performance monitoring, change management, claims resolution, and subcontract closeout.
- Working knowledge of government regulations affecting subcontract management and/or comparable private-sector contracting practices.
- Knowledge of subcontract policies and procedures LANL or equivalent complex organization.
- Experience ensuring safety, security, and quality compliance on construction or site services projects involving multiple trades.
- Demonstrated written and oral communication skills, including preparation of technical evaluations and reports.
- Demonstrated ability to work independently and lead teams to achieve performance objectives.
Additional Job Requirements for Subcontract Technical Representative 4:
- Significant experience serving at the Construction Manager, Project Manager, or Superintendent level on multiple complex, multi-discipline projects.
- Advanced expertise in subcontract strategy, administration, change management, and claims resolution.
- Experience managing multiple concurrent subcontracts and coordinating across integrated project teams.
- Demonstrated leadership of larger, multi-functional teams.
- Experience performing higher-level responsibilities such as leading technical evaluations of complex change orders, presenting project performance, trends, or issues to senior leadership and/or federal sponsors, mentoring STR 1-3 personnel
Education: Subcontract Technical Representative 3:
Position requires a Bachelor's Degree in an Engineering, Construction, or Contracts Law discipline from an accredited institution and 8 years directly related experience in engineering/construction contracting practices, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or, an equivalent combination of education and related experience to include specialized courses in contract management.
Education: Subcontract Technical Representative 4:
Position requires a Bachelor's Degree in an Engineering, Construction, or Contracts Law discipline from an accredited institution and 12 years directly related experience in engineering/construction contracting practices, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or, an equivalent combination of education and related experience to include specialized courses in contract management.

A. Supervision Received
- Receives functional and operational direction from First Line Manager (including SubContracts Manager) and/or Lead STR.
B. Supervision Exercised
- Provides oversight and technical guidance to subcontract support, and/or clerical employees, if assigned.
C. Contacts
- Construction or Maintenance and Site Services Subcontracts Manager, Lead STR, Project Managers, Acquisition Services Management personnel, and all levels of project subcontract personnel.
Desired Skills:
- Ability to obtain and maintain a DOE Q Clearance
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.

Incentive Compensation Program (only application to Subcontract Technical Representative 4): Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
