As a Training & Development First Line Manager at Los Alamos National Laboratory within WMS-3, you will lead a team responsible for ensuring employees are trained and qualified to safely and securely perform mission-critical work in compliance with regulatory and Laboratory requirements. In this position, you will oversee the training programs, workforce qualification, and day-to-day training operations in support of medium- and high-consequence environments. Combining people leadership with operational and compliance oversight, you will lead a team, partner with operational and technical organizations.

Job duties include, but are not limited to, the following:
  • Lead a team that develops and maintains training programs, manages workforce qualifications, and helps ensure compliance with Laboratory and regulatory requirements.
  • Ensure training programs meet DOE requirements, Laboratory policies, and facility-specific needs while supporting safe, reliable operations.
  • Incorporate Integrated Safety Management (ISM) principles into all training activities.
  • Create an environment where continuous improvement, accountability, and learning are part of how the team operates.
  • Lead workforce planning by hiring, onboarding, developing, and supporting employees while setting clear expectations and helping them succeed.
  • Support team members through regular coaching, meaningful feedback, and opportunities to grow their skills and careers.
  • Keep training programs on track by monitoring quality, effectiveness, and compliance to support operational readiness.
  • Coordinate training schedules and resources to deliver required training efficiently and on time.
  • Balance changing operational priorities with staffing and available resources while maintaining high standards for training.
  • Oversee business aspects of the training program, including resource planning and performance metrics.
  • Manage resources responsibly and apply Laboratory business practices in day-to-day operations.
  • Stay current on facility requirements, operational constraints, and training qualification requirements.
  • Partner with manufacturing, facility operations, technical organizations, and other stakeholders to ensure training supports mission needs.
  • Build strong working relationships through open communication, transparency, and collaboration with employees, subcontractors, and partner organizations.
  • Encourage a culture where people are comfortable raising concerns, reporting issues, and suggesting better ways of doing things.
  • Work closely with peer managers and functional leaders on initiatives that strengthen training and operational performance across the organization.
  • Ensure training products and services consistently meet quality expectations.

Salary Range: While the posted salary range for this position is broad, it is highly unusual for selected applicants to be hired at the top end of the range and more common for selected candidates to grow into the full salary band over time.

What You Need

Minimum Job Requirements: Applicants must submit a comprehensive cover letter and resume reflective of relevant experience that addresses the minimum job requirements and desired qualifications of the position below for full consideration.
  • Education/Experience: Position requires a Bachelor's Degree in a related field from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
  • DOE Order 426.2A Requirements: Requires a Baccalaureate and 4 years of Nuclear Experience. Job-related education or experience may be substituted on a case-by-case basis. The degree may be used to substitute up to 50 percent of the experience requirement per section I 4.e of the CRD.
  • Additional Skills and Knowledge:
    • Experience leading teams in a structured operational, training, compliance, or production environment.
    • A strong understanding of training systems, workforce qualification processes, or other training systems that support work in a regulated environment.
    • A track record of helping teams succeed while balancing people leadership with operational priorities.
    • Experience working within regulatory requirements, operating procedures, or facility requirements and applying them in day-to-day operations.
    • Demonstrated ability to stay organized, make sound decisions, and manage multiple priorities in a fast-paced environment.
    • Experience building partnerships and working effectively across organizations to achieve shared goals.
    • Working knowledge of business operations, such as budgeting, staffing, or resource planning.
    • Strong communication and relationship-building skills, with the ability to work effectively with employees, peers, customers, and leadership.
    • A leadership style that promotes safety, accountability, learning, and continuous improvement.

Qualifications We Desire:
  • Experience leading teams that support training, operations, manufacturing, or compliance-focused work in highly regulated environments such as DOE, nuclear, defense, aerospace, or manufacturing.
  • An understanding of Integrated Safety Management (ISM) principles and how they are applied to support safe and effective work.
  • Experience working with or supporting facility operations, production environments, or technical teams.
  • Experience developing, managing, or improving training programs that support workforce qualifications and operational readiness.
  • Experience managing resources through activities such as budgeting, forecasting, staffing, and planning.
  • Familiarity with Learning Management Systems (LMS) or other enterprise training tools used to manage qualifications and training records.
  • Experience evaluating program performance, using data to guide decisions, and implementing improvements that deliver better results.
  • Experience leading teams with a mix of technical and non-technical employees.
  • Experience supporting work in highly regulated environments where procedural compliance, operational discipline, and attention to detail are essential to success.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Work Schedule: This position may/will require 24/7 coverage, which could/will involve working a shift/weekend schedule. Employees may be eligible for the shift differential pay when assigned by their manager. Shift/weekend assignments are at the discretion of the manager.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

DOE Order 426.2A: This position is subject to DOE Order 426.2A, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is pro-rated based on the number of months in the eligible position.
