Transition to Operations/Readiness Program Manager (Program Manager 1/2)

What You Will Do

The Program Project Interface (PPI) Division is seeking outstanding candidates to join our multi-disciplinary team. PPI Division plays a critical role in ensuring the successful execution of capital line item and programmatic equipment projects. Serving as a strategic bridge between the Associate Laboratory Director for Weapons Production (ALDWP) and the Associate Laboratory Director for Plutonium Infrastructure (ALDPI), PPI supports the delivery of next-generation facilities, infrastructure, and equipment essential to mission success.

PPI champions operational excellence by representing program owner interests, aligning with program goals, and closely collaborating with project execution teams. Through active engagement in Integrated Project Teams (IPTs) and involvement across the entire project lifecycle, PPI ensures program requirements are met while advancing LANL's mission with integrity, accountability, and strategic partnership.

The PPI-3 Program Office provides functional management of the TA-55 New/Revised/Restarted Activity Approval Process. The selected candidate will manage a portfolio within the office that spans the transition to operations and readiness of operational capabilities for various customers within and that support ALDWP activities. The Program Office interfaces with projects within the PPI portfolio such as Pu sustainment, infrastructure, LAP4, CMRR, HC-3/RC-3, TRP III and PEI2. PPI-3 provides functional management during the TTO and startup phases to ensure transition from project to operating capability. This includes TTO activities such as facilitating and verifying Safety Management Programs (SMPs) and Conduct of Operations are implemented for new or changing activities as well as execution of the defined startup activity up to and including Federal Readiness to demonstrate implementation.


Program Manager 1 ($85,900- $139,900)

The Program Manager 1 serves as the key interface with PPI customers to develop and maintain relationships and to articulate programmatic deliverables to all stakeholders within their portfolio. They will take direction to develop and implement program improvements for the office and track the effectiveness of their implementation strategies. They will provide leadership, vision, and strategic and tactical planning for execution of program requirements. Under supervisory direction, they will work with internal organizations to evaluate, develop, negotiate, and maintain partnerships and strategic relationships. They will integrate program work with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives. Under supervisory direction, they will work closely with project and line management to ensure performance, monitor/track cost, schedule, and progress against milestones. They will use judgment within defined practices in identifying potential portfolio risks, developing risk mitigation strategies, and recommend risk acceptance/avoidance for all aspects of the assigned program(s). They will maintain knowledge of the relevant discipline and understand and adhere to all Laboratory and regulatory guidance and governance specific to the programmatic work of their assigned portfolio(s). They will also partner with all functions in the ALDPI/ALDWP structure to ensure the flow-down and incorporation of ALDPI/ALDWP program requirements and execution of successful project turnover and closeout.

Program Manager 2 ($104,100 - $172,200)

In addition to the duties outlined above, the Program Manager 2 will lead the development and implementation of program improvements for the office and track the effectiveness of their implementation strategies.

Minimum Job Requirements:


Program Management: Entry-level knowledge of program management, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Experience developing and implementing program improvements and tracking the effectiveness of their implementation strategies.

Portfolio Management: Entry-level knowledge of the operational discipline of the assigned portfolio(s). Entry level knowledge and experience in design, procurement, equipment installation, instrument operations, procedure development, or startup evaluation.

Startup and Readiness: Familiarity with the process to startup or restart activities following an upgrade or stand down of operations. Familiarity with nuclear, radiological, or other industrial/high hazard facilities operations requirements, including safety, safeguards and security, radiation protection, waste management, criticality safety, conduct of operations, and quality assurance/control.

Collaboration: Experience in developing and nurturing effective internal and external customer and stakeholder relationships. Ability to promote an open and informal communication environment, to develop mutual trust and teamwork.

Communication: Excellent oral and written communication skills including presentations to various audiences as well as applying team building concepts.

Additional Job Requirements for Technical Project Manager 2

In addition to the requirements outlined above, qualification at the higher level requires:

Familiarity with nuclear, radiological, or other industrial/high hazard facilities operations requirements, including safety, safeguards and security, radiation protection, waste management, criticality safety, conduct of operations, and quality assurance/control.

Education/Experience Program Manager 1: Position requires a Bachelor's Degree from an accredited institution and 2 years of directly related program management experience; or an equivalent combination of education and experience directly related to the occupation.

Education/Experience Program Manager 2: Position requires a Bachelor's Degree from an accredited institution and 5 years of directly related program management experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Demonstrated experience with line-item construction project requirements, program management, and project control processes; led an interdisciplinary team.
  • Entry-level knowledge and demonstrated experience with the startup of programmatic equipment and gloveboxes within a nuclear facility.
  • Familiarity with assessment processes to include, DOE Assessments, Management Self-Assessments (MSA), or the readiness review process, including familiarity with DOE 0 425.1E, Verification of Readiness to Startup or Restart Nuclear Facilities.
  • Active Q-Clearance; participation in the Human Reliability Program (HRP) preferred.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level).
