Vessel Production Project Team Lead (Science/Engineering Project Leader 3/4)

What You Will Do

This position will be filled at either the Science/Engineering Project Leader 3/ Science/Engineering Project Leader 4, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Science/Engineering Project Leader 3 ($125,200 - $211,300)
J-2 is seeking a Project Team Lead, experienced in aspects of pressure vessel manufacturing, to provide leadership and overall management of the construction and procurement efforts of confinement vessel systems to support the HSEES Program for the NNSA. Construction, as used herein, is an all-inclusive term comprising materials, design, fabrication, examination, inspection, testing, and certification. The selected candidate will be responsible for leading a diverse team of engineers, designers, technologists, quality assurance specialists, procurement specialists, and non-destructive evaluation specialists as well as providing the interface between multiple vendors and subcontractors for vessel construction and manufacturing.

Science/Engineering Project Leader 4 ($138,500 - $233,200)

In addition to the requirements of Project Leader 3, the candidate will demonstrate the following capabilities: Leverage deep technical knowledge of pressure vessel design, materials, and manufacturing processes to provide strategic direction and oversight for all confinement vessel-related projects. Coordinate closely with stakeholders, including NNSA program managers, to ensure project deliverables align with program requirements and timelines. Develop and implement robust quality assurance and safety protocols to mitigate risks throughout the confinement vessel lifecycle.


What You Need

Minimum Job Requirements:


Contract & Project Management
Demonstrated experience in management of complex fabrications, which includes development of purchase requisition requests including scope of work, technical specifications, drawing packages, and quality requirements. Experience managing the technical aspects of fabrication contracts including oversite, interfacing between the Program and subcontractor, and ensuring the subcontractors are performing within the terms of a contract and quality requirements.

Manufacturing
Experience in pressure vessel manufacturing to include welding experience and inspection requirements. Working knowledge in fabrication techniques such as forgings, rolling, castings, and heat treatment. Experience in developing and interpreting technical specifications and material inspection reports. Strong understanding of Quality Standards pertaining to manufacturing, NQA-1 requirements, ASME Boiler and Pressure Vessel Code Section VIII, Divisions 1, 2, and 3, and AWS Welding Code as they apply to novel design solutions.

Leadership
Demonstrated experience leading a team of diverse personnel, delegation of work scope, and mentoring. Demonstrated ability to interact with peers and customers and presenting technical issues to broad audiences in both verbal and written form.

Science/Engineering Project Leader 4 ($138,500 - $233,200)
In addition to the requirements of Project Leader 3, the candidate will demonstrate the following capabilities:

Contract & Project Management
Expert knowledge and expertise in project management that includes development of project plans, managing to scope budget, and baselines. Demonstrated experience in generation of technical evaluation criteria for competitive procurements and evaluation of proposal packages. Demonstrated experience in coordinating, tracking, and processing of Subcontractor Requests for Information (RFIs), Submittals, Nonconformance Reports (NCRs) and Technical Change Documents.

Leadership
Advanced ability to successfully plan, organize, lead, and monitor a variety of multi-disciplined team efforts to completion while effectively interacting/communicating with all levels of personnel; developing and nurturing effective customer and stakeholder relationships; building trust, negotiating, gaining consensus, and resolving conflicts..

Manufacturing
Expert-level experience in manufacturing of dynamically loaded confinement vessels used for explosives testing, with a strong understanding of ASME B&PV Section VIII, Divisions 1, 2, and 3 and Code Case 2564, API 579, and AWS Welding codes. Demonstrated experience working with industry in disciplines of manufacturing processes for steel forming, forging, and fabrication.

Education/Experience of Science/Engineering Project Leader 3: Position requires a Bachelor's Degree in a science or engineering related field, from an accredited institution and 8 years related experience; or an equivalent combination of education and technical experience directly related to the occupation

Education/Experience of Science/Engineering Project Leader 4:
Position requires a Bachelor's Degree in a science or engineering related field, from an accredited institution and 12 years related experience; or an equivalent combination of education and technical experience directly related to the occupation

Work Location: The work location for this position is hybrid and is located in Los Alamos, New Mexico. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position. (Level 4 is eligible)
