Deputy Group Leader (IT Manager 3)

What You Will Do

We are seeking a Deputy Group Leader for the ADS-Business Applications & Data Services Group. ADS-BADS consists of approximately 94 software developers, system analysts, and database administrators that provide custom development, commercial off the shelf application implementation, and adoption of and integration with Software as a Service solutions. The group also provides institutional data services such as data warehouse, business intelligence, and software integrations. The ideal candidate will be able to assess, identify, and implement changes to improve upon an established Information Technology (IT) organization. As an important part of the BADS leadership team, the successful candidate will be responsible for the following:

Leadership
  • Supporting the BADS Group Leader in the leadership of the diverse teams and their related projects.
  • Assisting in all aspects of employee performance management for the members of the group.
  • Managing staffing and hiring efforts.
  • Facilitating creative, cost-effective training opportunities for our employees.
  • Contributing to the management of group operations including budget and deliverables.

Technical Competence
  • Providing management and oversight of major efforts, such as new software implementations and custom software development projects.
  • Assisting in the development of processes and tools to promote standardized DevSecOps within the group and division.
  • Providing oversight and direction for the group pertaining to current and future technologies.
  • Assisting in the development and implementation of improved lifecycle management for institutional and departmental software applications.

Institutional Acumen
  • Collaborating support functions within the Application & Data Services (ADS), Infrastructure Services Division (ISD), Innovative Customer Experience (ICE) and Program Strategy and Execution (PSE) Divisions of ALDBUS.
  • Enhancing relationships with IT Service providers and our customers.

What You Need

Minimum Job Requirements:
  • Experience overseeing and determining timeframes for major IT projects including system updates, upgrades, migrations, and outages.
  • Demonstrated experience leading innovative, agile teams that utilize modern software technologies and DevSecOps practices.
  • Demonstrated leadership skills including selecting, hiring, retaining and developing high-quality staff.
  • Demonstrated experience with collaboration across organizational boundaries and the ability to manage customer relationships in a positive manner.
  • Demonstrated experience with metrics driven process improvement, leadership initiatives, and implementing process change.
  • Demonstrated experience managing operations for an Enterprise Resource Planning (ERP) system such as Oracle E-Business Suite.
  • Demonstrated experience in providing leadership for teams supporting data warehouses, data catalogs, modern integration software, and business intelligence tools.
  • Demonstrated expert-level knowledge of software development methodologies, tools and processes including software development lifecycle management frameworks, source code control, application development tools and techniques, secure coding practices, testing methodologies, database design, development and management, programming languages and frameworks, and system integration.
  • Demonstrated experience working effectively with platform and infrastructure services organizations and service providers.

Education/Experience: Position requires a Bachelor's Degree in Computer Science, Information Systems or related field from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Demonstrated experience with cyber security related technologies and practices.
  • Demonstrated experience managing budgets.
  • Demonstrated experience with application integration strategies.
  • Experience managing the transformation of an IT organization to an Agile environment with fully functioning scrum teams and extensive automation in support of DevSecOps, transitioning to a hybrid model with both on premise and cloud solutions, and transitioning to cloud-based development (e.g. AWS, MS Azure Platform as a Service PaaS).
  • Transformation of on-premise ERP systems to SaaS solutions.
  • Active Q clearance

Work Environment:

Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
