What You Will Do

As a Learning Specialist 3 with HR-ITS, you will:
  • Analyze training needs: Use data and organizational insights to assess training gaps and requirements.
  • Design and develop programs: Collaborate with subject matter experts to create training materials that align with customer needs, regulatory requirements, and the Laboratory's mission.
  • Evaluate program effectiveness: Measure and report on the success of training programs, ensuring continuous improvement through regular evaluations.
  • Project manage training initiatives: Utilize project management skills to create data-driven timelines, milestones, and goals that ensure the successful deployment of training solutions.
  • Collaborate with stakeholders: Work with customers, sponsors, and regulators to ensure all training programs are compliant with applicable standards and effectively meet stakeholder needs.
  • Maintain training quality: Contribute to the development and refinement of quality assessment procedures and maintain up-to-date policy and procedure documentation.

What You Need

Minimum Job Requirements:




Technical Expertise:
  • Strong proficiency in the systematic approach to training (e.g., ADDIE model).
  • Expert-level knowledge of adult learning theory and performance-based training.
  • Advanced skills in Microsoft Office and other common software tools.

Interpersonal & Communication Skills:
  • Excellent customer service skills; able to provide clear and supportive guidance in high-stress situations.
  • Ability to interact professionally with diverse personnel, including external stakeholders and executive management.
  • Strong verbal and written communication skills with the ability to present information to multiple audiences.

Strategic & Analytical Skills:
  • Demonstrated ability to synthesize data from various sources for high-level decision making.
  • Experience identifying and applying organizational and regulatory requirements to training programs.
  • Project management skills with a proven track record of managing multiple deliverables.

Education: Position requires a bachelor's degree in a related field and 8 years of related experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Knowledge of Department of Energy (DOE) training standards and familiarity with Laboratory policies and procedures.
  • Experience with learning management systems (e.g., UTrain) and training-related software tools.
  • Familiarity with job analysis and document control processes.
  • Knowledge of process improvement methodologies (e.g., Lean, Six Sigma) and their application in training.
  • Experience delivering training content to personnel across all organizational levels.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 Year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

No Clearance: Position does not require a security clearance. Selected candidates will be subject to drug testing and other pre-employment background checks.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
