As a Project-Program Director 6 for ALDPS, the successful candidate will be responsible for enabling, implementing, and overseeing high-level project management disciplines and processes in preparation for the LANSCE Modernization Project (LAMP). This position is specifically intended to serve preplanning and execution efforts for LAMP.

The Physical Sciences Directorate develops and applies a broad set of capabilities in materials science and experimental physics to programs and problems of national importance. The success of our science requires world-class research and processing facilities, including our LANL-based national user facilities: LANSCE, CINT, and NHMFL.

The Los Alamos Neutron Science Center (LANSCE) is an 800 mega-electron volt (MeV) linear proton accelerator that provides multiple proton beams and pulse shaping for direct use as well as spallation neutrons for a range of experimental activities. It provides high-power proton beams to five downstream facilities: the Isotope Production Facility (IPF), the Proton Radiography Facility (pRad), the Ultra-Cold Neutron Facility (UCN), the Lujan Center, and the Weapons Neutron Research (WNR) Facility, which respectively deliver five experimental capabilities: isotope production, dynamic multi-frame proton radiography, neutron scattering, neutron radiography, and nuclear physics R&D all in one location.

Accountable to the LANSCE User Facility Director, the Project-Program Director 6 will lead the program development of/and execution of a complex, mission-critical accelerator modernization project.

Responsibilities of the LAMP Project Director will include:
  • Responsible for providing strategic direction for/and enabling, implementing, and overseeing high-level project management disciplines and processes for ASO-chartered activities supporting the accelerator stewardship mission at LANL.
  • Provide leadership in the development of project management policies, plans, and programs for the orderly execution of a large-scale accelerator-centric project.
  • Function as the design authority and interface with one or more executive-level external and internal customers to strategize, develop, negotiate, and define mission goals and project scope, in accord with Laboratory capabilities, capacities, and priorities, that balance the best interests of the customer, the project, and the institution.
  • Lead LAMP accelerator project requirements to ensure consistency of approach with Accelerator Science and Engineering Technology (ASET) organizations.
  • Direct line management responsibility for LAMPs multi-year staffing portfolio to include oversight of deployed staff assigned to LAMP. Provide direction for the complex accelerator-centric project activities, including those associated with technology maturation.
  • Apply expert-level knowledge and experience to assist in directing the development of an execution/ implementation plan that covers the project work from conception to completion, the definition of work breakdown structures to assign project deliverables, and the development other means to accomplish the work.
  • Lead management interface with weapons program, project, and line management to ensure performance and monitor and track cost, schedule, and progress against milestones, minimizing impacts to the broader LANL/LANSCE accelerator missions.
  • In consultation with ASO leadership, lead LAMP in formal Federal project reviews and other assessments; which demonstrate compliance with DOE O 413.3B Critical Decision milestones; including internal/independent assessments.

Minimum Job Requirements:

Communication
Demonstrated excellent oral and written communication and presentation skills. Successful record of assisting in the development of/and interfacing with NNSA on complex institutional messages necessary to communicate to federal, state and local government leaders. Demonstrated experience in developing and nurturing effective executive-level external and internal customer relationships (integrated project team and stakeholders). Demonstrated experience in interacting effectively with all levels of external and internal personnel, building trust, gaining consensus, and resolving conflicts.

Project Leadership
Demonstrated expert-level knowledge as a senior leader or manager of a projects with significant total project cost or complexity. This requires experience leading complex technical project organizations, including demonstrated experience leading strategic and tactical planning and execution, customer service, project management, continuous improvement, and management systems such as safety, security, configuration management, conduct of operations and earned value management. Position requires advanced knowledge of design, construction, and transition to operations of highly complex projects preferably within an accelerator operations environment.

Technical Leadership
Demonstrated expert-level experience in managing technical programs with significant fiscal and programmatic responsibilities. Advanced knowledge of and demonstrated consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, contracts, stakeholder communication, and performance milestones; developing scope, cost, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstrated experience in management, supervision, and development of assigned employees.

Technical Excellence
Advanced expert-level knowledge and demonstrated advanced technical expertise to effectively support modernization of accelerators and associated capabilities. Documented experience with DOE O 413.3B projects or equivalent system of requirements. Expert knowledge and experience in complex project-related activities, including their interfaces and inter-dependencies. Strong understanding of financial analysis and planning concepts. Management experience in all project management functions-including formal EVMS. Advanced knowledge of and demonstrated experience in project management of technical or operational work including developing project execution plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions.

Coalition Building
Demonstrated success building and growing both internal and external relationships with a variety of constituencies, sponsors, cross-organizational key stakeholders, higher-level managers, direct reports, and other employees. Demonstrated success guiding and leading field efforts with expertise in building and managing integrated project teams. Excellent oral and written communication and presentation skills for multiple levels of employees and stakeholders a must.

Strong leadership characteristics including personal integrity and accountability, fiduciary responsibility, trustworthiness in relationships, commitment to quality and excellence in programs and operations, commitment to workforce diversity and human resource development.

Compliance and Security
Demonstrated experience developing and implementing plans or programs to meet or exceed contractual requirements, performance measures, regulations, and laws, including the proven ability to do so while operating within a national security environment.

Ability to obtain a Q Clearance.

Education/Experience: Position requires a bachelor's degree (advanced degree preferred) in a related scientific or engineering discipline and a minimum fifteen years of experience.

Desired Qualifications:
  • Certified Project Management Professional (PMP)
  • Expert-level experience on major accelerator or science projects using Earned Value Managements Systems
  • Experience with other DOE Office of Science or NNSA Accelerator facilities and accelerator-centric projects
  • Extensive knowledge of accelerator operations, particularly as it pertains to the national security mission
  • Background and experience in all aspects of Engineering, Procurement, and Construction projects preferred.
  • Successful record of leading in the development of complex institutional messages necessary to communicate to federal, state and local government leaders.

New-Employment Drug Test:
The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
