Operations First Line Manager (Manufacturing Manager 3)

What You Will Do

This position is for an Operations First Line Manager (FLM) within the Operations Integration Center (OIC). The FLM's function is to be the manager for the Work Week Manager (WWM) staff who has ultimate authority for executing work according to the schedule and is the focal point for communication of delays and changes to scheduled activities. The FLM has a comprehensive knowledge of the scheduled work and is responsible for understanding the interactions between work groups, coordination, and handoffs that must occur to effectively complete work.

The FLM's role is providing management and oversight for the WWM team. The FLM is tasked with managing, negotiating, and communicating the schedule across all the individual stakeholders on the integrated schedule. The WWM is expected to drive problem resolution. This position will be a central voice within the ALDWP and with multiple missions for the responsible T-week. Their actions directly affect programmatic milestones and are tasked with ensuring the integrated schedule meets production deliverables.

As a First Line Manager you will be asked to manage the WWM team in coordination with organizational stakeholders to maximize production availability. Ensures schedule development, preparation, readiness, and execution. Accountable for deliverables affecting the limitation of production. Report and present to OIC management on schedule adherence and locked in work completion metrics. Lead integrated schedule management meetings with large audiences. Integrate complex work into a multidisciplinary facility. Primary spokesperson for schedule status, and issues to senior level program and facility management.

Duties and Responsibilities of the FLM shall include but not limited to:
  • Understands and implements Integrated Safety Management (ISM) line management responsibilities for their organization including but not limited to integrating safety into every task, pausing/stopping work, modeling exemplary behavior, fostering open communication, engaging workers in the field, rewarding positive behavior and addressing deficiencies through accountability.
  • Integrated Safety Management (means worker health and safety, environment, security, and quality) is a primary responsibility for all Laboratory employees and managers.
  • Fosters a culture that values continuous improvement and organizational learning that results in the prevention of events and provides the controls necessary to promote safe and secure work.
  • Serves as first-line manager and assists in the overall management of a cohesive, high performing group. Assists in supporting and promoting the organization's vision, goals and strategies; aligns strategic priorities of one's own group with that of the larger organization.
  • Maintains an in-depth knowledge and understanding of facility operational requirements and works with the group leader to ensure compliance, safety, security, quality and conduct of operations, engineering, maintenance and training in the performance of work.
  • Responsible for ensuring quality products and/or services within the division; enforces adherence to quality standards; achieves balance between the need to meet both productivity goals and quality standards.
  • Assists in managing the group's business performance to include financial and human resource management, procurement, property, travel, and monitoring and reporting of performance metrics.

Minimum Job Requirements:
  • Excellent public speaking capability.
  • Strong negotiation skills.
  • Demonstrated ability with conflict resolution.
  • Previous schedule management experience.
  • Demonstrated experience in developing and nurturing customer relationships.
  • Demonstrated ability to lead, plan, organize a variety of missions to ensure schedule execution.
  • Ability to obtain and maintain a DOE Q clearance.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

DOE 426.2: Requires a Bachelor's degree and 4 years of Nuclear Experience. Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfill 3 of the 4 years of nuclear experience on a one-for-one time basis.



Desired Qualifications:
  • Previous senior level schedule management responsibilities.
  • Advanced P6 experience.
  • Experience in project and program management, including planning, organizing, and resource management.

Work Schedule: This position requires 24/7 coverage and therefore may require working a rotating shift schedule that includes nights and weekends.

Work Environment: Working overtime or irregular schedule and working, weekends, and rotating shift schedule

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
