Operations Manager 4

What You Will Do
The Operations Manager will be reporting to the Institutional Facilities Division (IF-DO) and will be responsible for providing operations management and oversight to the Facility Operations Director (FOD). The IF FODs one of seven (FODs) at LANL, responsible for providing operational leadership and support in the areas of Facility Maintenance, Operations, Environment Safety & Health, Engineering, and Waste Services. It is the responsibility of the FOD to ensure facilities are operated and maintained in a safe, secure, and compliant manner for mission execution. IF-FOD is responsible for managing over 280 occupied facilities and 900 structures- which includes: common-use facilities, such as data centers, tactical training centers, indoor/outdoor firing ranges, fire departments, parking structures, vehicle access portals, offices, warehouses and RCRA Permitted Hazardous and Radiological Waste Facilities.

The IF-DO is seeking an Operations Manager that is highly motivated and enthusiastic with strong problem-solving, communication, and team-building skills. The selected candidate will be responsible for providing oversight of operations at TA-60-17, which is a RCRA Permitted Hazardous and Radiological Waste Facility along with other facilities within the IF-FOD building portfolio. The Operations Manager 4 responsibilities include directing daily operations, process improvement, providing budgetary oversight, and coordinating facility activities. The Operations Manager will also provide day-to-day management of resources, e.g. Operators, Building Managers, Operations Specialist as well as deployed resources (ESH&Q, Engineering, Maintenance), to support facility operations and provide the necessary compliance oversight and leadership to execute routine and non-routine activities within the IF-FOD.



What You Need


Minimum Job Requirements:

  • Demonstrated management/leadership skills to oversee a wide range of management functions, including execution of deliverables, resource planning, forecasting, work package execution and reporting.
  • Experience with operating a hazardous waste and radiological facility.
  • Experience tracking and implementing numerous safety and regulatory waste management requirement including the storage, shipping, and disposal of various types of radiological and hazardous waste.
  • Assist the FOD with audits and assessments of waste management programs and support the development of any corrective actions required.
  • Experience identifying waste or safety bases problems.
  • Knowledge of proper notifications to appropriate personnel of any spills, releases, leaks or discharges, or incidents.
  • Experience and understanding of occurrence reporting for abnormal events; to include running fact findings, reviewing root cause analysis, and participation in lessons learned reviews and meetings.
  • Demonstrated experience in developing and fostering successful cross-organization teams to solve complex problems.
  • Experience authorizing and deconflicting, programmatic, maintenance and construction activities based on facility status.
  • Demonstrated experience in management, supervision, and the professional development of assigned employees.
  • Provide oversight on FOD activities to help ensure that work is being executed safely, securely and compliantly.
  • Demonstrated excellent customer service and communication skills.
  • Experience establishing, inspecting and/or managing waste storage areas as required by LANL's waste management requirements.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Knowledge of Laboratory's organizational structure, and governing and implementing policies, procedures, and instructions.
  • Experience and knowledge of LANL's waste management policies, practices, and procedures (i.e. LANL Institutional RCRA Permit, P409 LANL Waste Management, FSD409-0201 Radioactive Waste Management).
  • Demonstrated experience using the waste compliance and tracking system (WCATS).
  • Working knowledge and experience in developing, implementing, and process improvement initiatives.
  • Ability to assist with development of IWDs, and other technical documents to support facility, programmatic and project work.
  • Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.Ability to obtain a Q Clearance.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
