The Acquisition Services Management Division (ASM) is seeking a highly motivated Procurement Specialist 3 for the ASM Mission Operations (ASM-MO) Group to support important national security missions at LANL. Our primary core functions support all LANL procurement activities and include groups dedicated to defense protection, information technology, and facilities and operations.
The Procurement Specialist 3 will report to the ASM-MO Group Leader and will have the responsibility, authority, and accountability to execute work that supports program milestones and deliverables while setting the standards for professional behavior and operational effectiveness. The Procurement Specialist 3 is an experienced career professional and decision maker with wide ranging negotiated procurement experience across two or more areas of specialization who uses professional concepts and LANL objectives to anticipate and resolve complex issues in creative and effective ways. The Procurement Specialist 3 is responsible for implementing compliant solicitation, award, administration, and closeout actions for large, moderately to highly complex acquisition requirements within established policies and procedures.

Minimum Job Requirements:
Leadership: Demonstrated record of successfully leading integrated project teams (IPTs) through the requirements development, solicitation, proposal evaluation, and subcontract award, administration, and closeout phases of the acquisition process. Demonstrated ability to mentor and develop lower-level procurement specialists; to include team building, managing requirements, and motivating others while fostering a mutually respectful and inclusive work environment that is free from discrimination and harassment.
Knowledge and Expertise: Demonstrated extensive experience in the formation, award, and administration of large (i.e., over $10M) complex subcontracts requiring highly creative solutions, and where analysis of situations or data requires an evaluation of intangibles. Demonstrated knowledge of how the Small Business Act and Small Business Investment Act (i.e., Public Law 95-507) may influence an acquisition strategy. Demonstrated advanced knowledge of contracting and subcontracting concepts, the Uniform Commercial Code (UCC), applicable public contract acquisition law and regulations, and applicable international contract law.
Accountability: Demonstrated experience working with confidential or proprietary information, classified documents or sensitive information. Demonstrated experience exercising procurement/signature authority on behalf of an organization for at least $1M.
Communication: Demonstrated ability to collaborate actively as a member IPTs to provide relevant procurement expertise for developing overall acquisition strategies, project-specific acquisition plans, statements of work, subcontractor incentive plans, proposal evaluation factors, negotiation plans, and ensure subcontract compliance. Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications; effective interpersonal skills and demonstrated ability to interact with all levels of LANL stakeholders, subcontractors, and suppliers.
Education/Experience: Position requires a Bachelor's Degree in Business Administration or related degree from an accredited institution and 6 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Current or recent experience as a subcontracts administrator/manager directly supporting a federal prime contract or a warranted government contracting officer or contract specialist.
Current or recent acquisition and procurement experience supporting facilities, operations, and defense programs.
Completion of an accredited acquisition, procurement, or purchasing certification program, such as those offered by:
Active DOE "Q" clearance.
Experience working with SAP Ariba.
Work Environment:
Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2 hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. - Responsible for complex and critical fixed price and cost reimbursable subcontract formation and management, including soliciting, negotiating, and administering for specialized materials, equipment, and services.
- Effectively work with Legal Counsel in the prevention and resolution of subcontract issues and disputes.
- Acts as a program or project manager as assigned.
