Project Controls Engineer 2/3

What You Will Do

This position will be filled at either the Project Controls 2 or Project Controls 3, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Project Controls 2 ($76,900 - $122,200)

This Project Controls position is a Project Controls Division position that implements LANL project controls system, processes, procedures and tools on a project or program. The PCE will receive training and orientation relative to the LANL program and Project Control requirements. The PCE will provide project controls support and performs 1) planning and scheduling activities including schedule development, maintenance, and monitoring activities, as directed; 2) cost engineering including cost estimating, analysis, and cost control activities, as directed; and 3) earned value management. A PCE will support change control, maintaining metrics and indicators, and reporting variance analysis. The Project Controls group provides subject matter expertise, which support standard Project Management operations along with application of the certified Earned Value Management System (EVMS), where appropriate, for ensuring that control systems are maintained in compliance with that certification. Focus is on delivering quality projects and programs, safely and in compliance within scope, schedule, and budget for the lab.

Project Controls 3: ($92,300 - $151,000)

As mentioned above the level 3 will have additional in dept responsibilities. It will be expected the selected candidate to have a strong understanding of the job scope. In instances there may be no direct supervision, and the candidate is expected to lead and be accountable. The selected candidate must have major attention to detail, able to communicate effectively with customers, stakeholders, and management.

What You Need

Minimum Job Requirements:
  • Knowledge and experience in the Project Controls function and sub functions of cost and schedule.
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, schedule control, and schedule analysis.
  • Experience in cost engineering functions, including cost estimating, cost control, financial reporting systems, budgets analysis, and cost variance analysis.
  • Knowledge of using schedule software tools, customarily acquired over time through education, or practical experience.
  • Demonstrated ability to work independently, organize, prioritize, and follow through to completion on multiple tasks under strict deadlines and changing priorities.
  • The ability to obtain a DOE Q clearance.

Additional requirements at level 3:
  • Requires little to no experience under supervisory command.
  • Business Systems
  • Knowledge and experience using schedule software tools such as Primavera P6.
  • Knowledge and experience working with standard business systems, including MS Office Suite (Word, Excel, PowerPoint).
  • Cobra experience may be preferred.
  • Communication: Demonstrated ability to effectively interface with all levels of management, staff, customers, and stakeholders
  • Personal Leadership: Demonstrated experience working independently, organize, prioritize, and follow through to completion on multiple tasks under strict deadlines and changing priorities.

Project Controls 2: Education/Experience: Position requires 1) a bachelor's degree from an accredited institution and a minimum of four years of related project controls experience; or 2) an equivalent combination of education and experience directly related to the occupation.

Project Controls 3: Education/Experience: Position requires 1) a bachelor's degree from an accredited institution and a minimum of six years of related project controls experience; or 2) an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:
  • Knowledge and intermediate experience with the implementation and maintenance of EVMS principles and techniques that complies with EIA-748 in U.S. Government facilities, programs, and/or projects.
  • Experience in working in an EVMS environment.
  • Experience in working on large-scale programs or projects.
  • Experience working with the Department of Energy (DOE) at headquarters or field office level, and/or with state and federal regulators.

Location: This position will be located in Los Alamos, NM USA (onsite).

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
