Readiness & Training (RT) is seeking a motivated and experienced manager to provide leadership and oversee the successful development and implementation of training programs to support the nuclear operations workforce. The manager will serve as a member of the RT managerial team as the group leader for the Facilities and Operations Training (RT-TR) group. The manager will work with a variety of customers including institutional and federal leadership to provide the appropriate training, qualifications, processes, and policies for those who provide support and operations at Los Alamos National laboratory. The candidate is expected to facilitate a full customer-service model that provides centralized coordination, management, and tracking of specific area needs to ensure the success of the training program.
The responsibilities of the Training Manager include, but are not limited to, the following:
- The oversight and development of training programs, qualifications standards, policies, and procedures that address specific organizational needs.
- The implementation, and evaluation of various programs impacting formality of operations across the institution including lab operations at the Nevada Test Site.
- Assessment of the training program, including implementation of process improvements activities or actions.
- Monitoring of daily progress to ensure customer requirements are met.
- Development and tracking of strategic objectives.
- Development of effective and purposeful training tools and methods.
- Managing the training budget.
- Serving as a subject matter expert in LANL training systems.
- Ensuring organizational compliance with related LANL/DOE regulations.
- All other duties as assigned.
What You Need
Minimum Job Requirements:
Training Management: In-depth knowledge and experience in LANL's learning management system (UTrain LMS) or DOE/industry equivalent LMS. In-depth knowledge and experience in using a Systematic Approach to Training (SAT) and tools used in the development and implementation of formal training programs. In depth knowledge and experience with developing, monitoring, and evaluating Leadership. Collaborative experience with other training organizations as part of organizational realignment associated with training-services delivery improvement and culture change.
Technical Expertise: Demonstrated ability in project and program planning, development, organization, scheduling, and management. Experience in budget preparation/management. In depth knowledge and experience managing training in a high consequence industry with government compliance requirements.
Communications/Relationship Management: Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management. Demonstrated success in effectively interfacing with all levels of stakeholders such as management, NNSA/DOE staff, vendors, and customers at all levels. Demonstrated skill in management, supervision, and human resources administration of assigned employees and subordinate supervisors or staff members.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
DOE 426.2 Minimum Requirements: Requires a Bachelor's degree and 4 years nuclear experience. The Training Manager must have courses in education or training that focus on instructional analysis, design, development, delivery, and testing as well as evaluation of training and qualification programs if not included in the baccalaureate course material. Job-related education or experience may be substituted for the nuclear experience requirement on a case-by-case basis. The degree may be used to substitute up to 50 percent of the nuclear experience requirement. Management level personnel must meet the requirements shown prior to assuming the duties of the assigned position.
Desired Qualifications:
- Experience managing training under LANL's Conduct of Training policies/procedures or DOE/industry equivalent.
- Qualified as a LANL TSQP-Training Manager and/or PMI PMP.
- Excellent skill in the preparation and presentation of oral and written reports.
- Demonstrated experience conducting critiques, root cause analyses, lessons learned, and meaningful corrective action assignments.
- In depth knowledge of LANL budget implementation and practices.
- Active Q clearance.
- An engineering or related scientific B.S. degree.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
