The Acquisition Services Management (ASM) Division Leader is responsible for leading and managing all procurement activities for the Laboratory, overseeing a complex and high-volume acquisition environment (~$2B annually). This role provides strategic direction and operational leadership across procurement functions supporting production, construction, maintenance, R&D, IT, and other mission-critical services.
As a division-level leader, you will direct a team of Procurement Managers and their organizations, including Compliance Analysts, System Administrators, Acquisition Planning Specialists, and Procurement Specialists. You will ensure that all procurements are effectively planned, executed on schedule, compliant with governing regulations, and successfully administered through contract completion.
You will shape acquisition strategy, influence policy, and partner with executive leadership, internal stakeholders, federal sponsors, and industry suppliers to deliver mission success. This role requires a balance of visionary leadership, operational discipline, and deep acquisition expertise.
Key responsibilities include:
- Provide overall leadership and accountability for the ASM Division, ensuring operational excellence, compliance, and mission alignment
- Develop and execute Laboratory acquisition strategies, incorporating industry best practices and regulatory requirements
- Lead continuous improvement initiatives to enhance procurement performance, reduce cost, and mitigate risk
- Ensure compliance with the Triad Purchasing System and prime contract
- Oversee governance functions including policy, training, compliance, business systems, analytics, and reporting
- Direct preparation of complex studies, business cases, and strategic recommendations for executive leadership
- Establish and maintain strong relationships with Laboratory partners, NNSA stakeholders, and the supplier community
- Conduct business reviews and manage performance against service level agreements
- Lead all personnel management activities, including workforce planning, hiring, performance management, and leadership development
- Foster a respectful, inclusive, and high-performing work environment
- Ensure implementation of Integrated Safety Management (ISM) principles across all operations

Knowledge and Expertise
Expert knowledge of:
- Commercial and government contractor contracting practices
- Complex, high-value contract formation and administration
- Supply chain and supplier management, including risk mitigation
- Category management and strategic sourcing
- Data analytics to improve procurement performance
Accountability
- Proven ability to deliver results in a demanding, high-stakes environment with competing priorities and critical deadlines. Experience handling sensitive, proprietary, or classified information.
Communication
- Exceptional written and verbal communication skills, with demonstrated ability to influence executive stakeholders, lead negotiations, and build strong cross-functional relationships.
Education/Experience
- Position requires a bachelor's degree from an accredited institution and 15 years of related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications
- Experience with SAP Ariba Sourcing and Contracting
- Experience supporting DOE Management & Operating (M&O) contracts
- Working knowledge of Federal Acquisition Regulations
- Experience procuring large, complex construction projects
- Familiarity with nuclear quality requirements (e.g., NQA-1)
- An advanced degree
- Professional certifications such as CPSM, CPM, CPPB, CPPO, CFCM, or CCCM
Work Location: The work location for this position is hybrid and is located in Los Alamos. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice. Periodic in-person engagement is required to support collaboration with Laboratory staff, NNSA stakeholders, and suppliers.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
