Los Alamos National Laboratory (LANL) has an exciting opportunity for an accomplished
Cost Accounting Business Manager. The CAT Business Manager 4 is a management position within the Finance Division in the Institutional Services Group (FIN-INST). The Cost Accounting Business Manager will report to the Finance Institutional Services (FIN-INST) Group Leader.
The Cost Accounting Manager position is a hands-on business manager and subject matter expert who can provide financial operations support, reporting, and analysis related to internal indirect cost allocation, rate development and performance, compliance with applicable regulations and audit support. The Cost Accounting Manager interacts closely with the other managers and analysts within the Business Services Directorate. This position has frequent interactions with government personnel in the National Nuclear Security Administration (NNSA) Management and Budget Operations Office in Albuquerque (NA-MB) and periodic interactions with the Los Alamos Field Office (NA-LA).
In addition, the Cost Accounting Manager provides management, mentoring and training to a team consisting of five professional business analysts.
What You Need
Minimum Job Requirements:
Finance/Accounting Experience
Extensive hands-on working knowledge of financial and cost accounting principles, including financial planning and analysis, budget and rate formulation and execution, and general business operations. Extensive experience preparing and monitoring financial data and presenting alternatives/recommendations to stakeholders. Extensive experience identifying areas for improvement, including improving internal controls and business process efficiencies. Demonstrated strategic perspective, excellent professional judgement and technical acumen. Demonstrated ability to perform and interpret complex financial analyses. Demonstrated ability to produce impactful technical writing and presentations to support policy development, process changes, impact analyses, and financial planning and actual results.
Leadership
Demonstrated experience and skills in management and supervision of employees in a large and dynamic organization, including performance management, employee development and succession planning. In-depth experience working in a complex organization with diverse operations, combined with a demonstrated record of effective teamwork and leadership. Excellent interpersonal, verbal, and written communication skills and the ability to interact with a variety of constituents.
Organizational Skills
Excellent organizational skills with the ability to independently establish personal and team priorities, manage projects, and execute complex business and financial assignments. Excellent ability to perform tasks and projects within established timeframes and to deliver excellent, well vetted work products.
Education/Experience
Position requires a Bachelor's Degree in Accounting, Finance, Business Administration or a closely-related field from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications
Strong understanding of federal appropriations law, Cost Accounting Standards, and Federal Acquisition Regulations.
Experience with Oracle Financials, or similar enterprise-wide financial system.
Master's degree in Accounting, Finance, Business Administration or a related field.
Professional certification, e.g. Certified Public Accountant or Certified Management Accountant.
Work Location: The work location for this position is telework and is located in Los Alamos. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
